한국의 지가상승이 중요한 이슈가 되면서 헨리 조지에 대한 관심이 높아졌다. 그는 지대의 100%를 조세로 수취하는 토지가치세를 빈곤의 진정한 해결책으로 제시하고 그것이 성경에 기초해 있다고 주장하였다. 상당한 수의 기독교인 조지스트들도 이에 동의하였다. 얼른 보면, 토지가치세와 토지균분 및 희년제도로 대변되는 성경의 토지제도는 매우 유사하게 보인다. 양자는 모두 토지에 대한 평등한 권리를 옹호하는 것으로 보인다. 그러나 세부적으로 고찰하면 양자 사이에는 상당한 간극이 있음을 알 수 있다. 첫째로, 성경이 토지에 대한 기계적인 평등권 자체를 주장하기보다는 그것을 넘어서 전반적인 경제적 평등과 빈곤의 해소를 목적으로 하고 있다. 둘째, 성경은 토지공유제가 아니라 평등한 토지사유제를 주장하고 있다. 셋째, 토지가치세가 현대사회에서는 실제 고용기회와 생존권을 제대로 보장하지 못하며 토지에 대한 평등권도 또한 제대로 실현하지 못한다. 그러므로 헨리 조지의 토지가치세를 그대로 성경적이라고 받아들이는 입장은 수정되어야 하고, 성경이 강조하는 상대적인 경제적 평등과 고용기회의 창출, 빈곤해소를 위한 방안의 마련에 기독교인들이 힘을 쏟을 필요가 있다.
Abstract
Now many people are interested in Henry George owing to the rapid land price hike in Korea. He analyzed the cause of poverty in the midst of progress and suggested land value taxation(100% taxation on land rent) as a recipe about 100 years ago. Also he maintained land value taxation is nearly equal to the principle of the Bible in terms of the equal right to land. At a glance land value taxation is very similar to the Biblical land system(equal division of land and jubilee). But there are big differences between the two. First, the Bible means relative economic equality and the reduction of poverty as well as relatively equal right to land. Second, the Biblical land system is based on the private ownership of land rather than communal ownership. Third, land value taxation cannot resolve poverty and unemployment satisfactorily. Therefore we should not accept land value taxation as a biblically correct answer. Rather as christians we should search for ways to realize relative economic equality, more employments and the reduction of poverty in the modern society.
