구제역 관련자들의 체험과 그 의미에 대한 질적 연구 : 2010년-2011년 Y시의 경우를 중심으로

본 연구는 질적 접근을 통해 2010년-2011년 Y시의 구제역 관련자들(농가와 공무원,개업 수의사)이 구제역 사태를 어떻게 체험하였으며, 그 의미와 시사점은 무엇인지분석하는데 목적을 두고 있다. 먼저, 농가는 구제역 사태 동안 고립감과 불안에 시달리고있었다. 또 살처분과 매몰로 인한 트라우마를 겪고 있었으며 살처분 이후에도 허탈과분노에 시달리고 있었다. 그리고 각기 다른 정부 부처의 혼란스러운 행정 지침들로인해 정부를 불신하고 있었으며, 매몰지 탐색과 백신 분배의 과정에서 이웃과 갈등하고있었다. 또한 농가들은 혼란스럽고 까다로운 보상 기준으로 인해 재산상의 피해를입고 있었으며, 구제역에 대한 지역사회의 몰이해로 소외감을 느끼고 있었다. 공무원들은 구제역 기간 내내 인력부족과 과로에 시달리고 있었다. 또 농가들과마찬가지로 살처분의 트라우마에 시달리고 있었는데, 이 과정에서 일부는 인격의 붕괴를겪고 있었다. 또한 구제역 사태가 진정된 이후에도 구제역을 막아내지 못했다는 자책감과무력감에 괴로워하고 있었다. 뿐만 아니라 공무원들은, 폭주하는 민원과 각기 다른농가의 요구 등으로 농가와 갈등하고 있었다. 이는 정부 기관에서 하달되는 모순적인행정 지침들로 인해 더욱 심화되고 있었다. 또한 공무원들은 인력 부족과 과로 등으로조직내 불화에 시달리고 있었으며, 구제역 현장에 대한 이해 없이 일방적으로 공무원들을 질타하는 상부기관과 언론을 원망하고 있었다. 백신 예방 접종에 동원된 개업 수의사들은, 인력부족과 과로, 비전문성으로 인한상해의 위험, 고객의 상실로 인한 무료함과 우울증에 노출되어 있었다. 또 고객의유실과 생업의 중단으로 경제적 손실에 노출되어 있었으나, 이 과정에서 새로운 관계맺기와 거래처 확보에 이르기도 했다. 이상의 논의에 기초하면, 구제역 관련자들의 체험은 하나의 ‘구조적 폭력’으로 규정될수 있다. 구제역 관련자들은 구제역 사태를 개인적·정신적, 경제적, 사회적 폭력으로체험하고 있었으며, 이는 경제적 논리에 기초하여 일방적으로 구제역 사태를 진압하고자하는 정부의 정책에서 기인하는 것이었다. 따라서 향후 구제역 사태에서는, 구제역을단순히 경제적 문제로서가 아닌 사람과 생태, 그리고 공동체의 문제로 이해하는 근본적인식의 재고가 요구된다. 더불어, 관련자들의 트라우마와 혼란을 최소화할 수 있는체계적인 대응 체계의 구축이 요구된다. 아울러 구제역 체험자들의 트라우마에 대한제도적, 학문적 관심이 요구된다.
Abstract
The aim of this qualitative study is to analyze what the citizen, veterinarians and public officers in City Y experienced and felt during Foot and Mouth Disease outbreak 2010-2011 and to suggest the improvements in the animal disease control and recovery policy. The livestock farmers in City Y suffered from isolation and anxiety during the process of the disease detection and diagnosis. Experience of culling and burying animals left them traumatic memory and despondency and anger remained long after the process. Conflicts among the livestock farmers about burial sites or distribution of vaccines and the unclear guidelines of local and central authorities drove them into more stressful situation. Furthermore lack of understanding of neighbors and local communities made them feel isolated in the community. Economic difficulties of the farms caused by FMD were underestimated in the compensation policy. During the FMD outbreak public officers were suffering from overloaded work, fatigue and trauma caused by culling process. They expressed their feeling of guilty and failure that they could not control the disease. They blamed upper authorities and public media for shortage of manpower and an inconsistent policy resulting in their conflicts with farmers and with colleagues. Veterinarians practiced in the community temporally lost their job during the FMD outbreak, which was not covered by compensation policy. Those who mobilized to vaccinate cattle and pigs also were exposed to the risk of injury and economic loss during the closing their clinics. From the study the FMD experience of community members is described as a “systemic violence,” caused by the arbitrary policy based on economic strategy. The change of FMD perception as economic loss to as problem of human, ecosystem and whole community, improvement of a community based recovery policy including treating trauma of all members,more flexible and clear guidelines against the epizootic, and systemic support for further researches on that issue could be suggested.
