이 논문은 살처분 정책에 대한 분석을 통해 2010~2011 구제역 사태를 이해하려는 시도이다. 이번 구제역 사태는 단순한 가축 질병으로 그치지 않았고, 수많은 이질적 요소들이 포함된 잡종적 사건(hybrid event)이었다. 따라서 이번 구제역 사태는 관점에 따라 단일한 것이 아니라 여럿일 수 있으며, 그에 대한 이해 또한 다양할 수 있는 셈이다. 이 글에서는 먼저 이번 구제역 사태를 이해하기 위해서 영국에서 19세기 이래 구제역이라는 질병이 탄생하고 그 대응책인 살처분 방식이 만들어졌던(manufactured) 과정을 살펴볼 것이다. 이러한 역사적 분석을 통해 구제역이 지금과는 전혀 다른 질병이 되었을 수 있었음을 깨달을 수 있을 것이다. 그리고 우리나라의 구제역 사태에 대한 대응방식, 특히 구제역에 감염되거나 감염이 의심된 동물들을 살처분한 방식과 그 과정에서 드러난 문제점을 살펴볼 것이다. 정부의 대응방식에서 구제역은 국가적인 경제적 사건이었고, 구제역을 구성하는 그 밖의 요소들은 거의 간과되었다. 정부가 선호한 정책은 가부장적이고 국가주도적인 구제역 통제의 개념에 기초했다. 이러한 분석을 통해 우리는 2010~2011 구제역 사태의 다양한 의미와 영향을 이해할 수 있을 것이다. 마지막으로 이 논문은 향후 구제역에 대한 대응이 경제주의에 기반을 둔 편협한 ‘농업적’ 관점이 아닌 폭넓은 ‘농촌 문제’의 접근방식이 되어야 할 필요성을 제기할 것이다.
Abstract
This paper explores the problems of the slaughter policy used to control the korean 2010~2011 foot and mouth disease(FMD) epidemic. It was not merely animal disease, but a hybrid event which was consisted of many heterogenous elements. According to various perspectives, many FMDs, not one, can be existed. And there was a lot of understanding’s about FMD epidemic. Firstly,this article examine how FMD was manufactured, and the policy of FMD control by slaughter was constructed in english as a dominant approach. In this process, we would have a insight that FMD could have become a very different disease. And it try to analysis government’ approach, especially the method of slaughtering infected and suspected animals. For the korean government, FMD endemic was only national economic issue and other aspects framing FMD was nearly ignored. Administrator’s preferred control policy was rooted in a paternalistic, nationalistic conception of FMD control. In this process we could understand the many-faceted meaning of the korean 2010~2011FMD epidemic and it’s manyfold impact. Lastly, this article will propose a ‘rural affairs’ approach for dealing FMD, instead of narrow agricultural approach.
