기후재난과 페미니스트 기후정의 : 전국여성농민회총연합 여성농민의 기후재난 경험을 중심으로

초록

이 연구는 심각한 기후위기 속에서 여성농민들이 직면한 취약성과 그들의 경험을 페미니스트 기후정의 관점에서 분석하고자 하였으며, 이를 위해 전국여성농민회총연합 소속 여성농민들의 증언을 통해 그들의 기후재난 경험과 대응을 살펴보았다. 기후변화는 농업에 직접적인 영향을 미치며, 특히 여성농민들은 자원 접근의제약과 사회적 불평등으로 인해 더 큰 피해를 겪고 있다. 그 결과, 여성농민들은 기후재난으로 인한 경제적 부담, 생존 위기, 심리적 스트레스 등을 경험하고 있다. 더욱이 농작물 피해와 반복되는 자연재해로 인해 생계가 위협받고 있으며, 이는 농업을 포기하거나 겸업을 고려하게 만드는 요인이 되고 있다. 여성농민들은 기후위기에 적극적으로 대응하고 생태적 농업 실천과 토종 종자 보존 활동을 전개하고 있으나, 여전히 사회적·정책적 지원이 부족한 현실에 놓여 있다. 이에 따라 페미니스트기후정의 관점에서 이 연구는 여성농민의 취약성을 해소하기 위해 공정한 자원 재분배, 재해보험 제도의 현실화, 성평등한 건강권 보장, 여성농민의 권리 인정과 대표성 강화를 위한 정책 개선사항을 제언하였다. 이를 통해 여성농민들이 기후위기대응의 주체로서 권리를 보장받고, 지속 가능한 농업과 기후정의를 실현할 수 있는기반을 마련하고자 한다.

Abstract

This study aims to analyze the vulnerabilities faced by women peasants amid the severe climate crisis and their experiences from the perspective of feminist climate justice. To this end, we examined the climate disaster experiences and responses of women peasants affiliated with the Korean Women Peasants Association through their testimonies. Climate change directly impacts agriculture, and particularly, women peasants suffer greater harm due to limitations in resource access and social inequalities. As a result, women peasants experience economic burdens, survival crises, and psychological stress caused by climate disasters. Furthermore, crop damage and repeated natural disasters threaten their livelihoods, leading them to consider abandoning agriculture or seeking secondary employment. Although women peasants actively respond to the climate crisis by practicing ecological agriculture and engaging in indigenous seed preservation activities, they still face insufficient social and policy support. Accordingly, from the perspective of feminist climate justice, this study proposes policy improvements necessary to alleviate the vulnerabilities of women peasants, including equitable resource redistribution, realization of a practical crop insurance system, guarantee of gender-equal health rights, and recognition and enhancement of women peasants' rights and representation. Through these measures, we aim to establish a foundation that ensures women peasants are guaranteed their rights as key agents in responding to the climate crisis, thereby facilitating the realization of sustainable agriculture and climate justice.
