Abstract

This study analyzes the increasing importance of responding to livestock epidemics alongside the growth of the South Korean livestock industry since the 1970s, and highlights the structural problems within the livestock disease control system, focusing on the working environment of laborers at the Livestock Health Control Association. In particular, it examines the poor working conditions of disease control workers and issues in organizational management, and discusses how the first-ever strike by Livestock Health Control Association workers in January 2022 occurred in the process of demanding solutions to these problems. However, even after the strike, improvements in working conditions have been minimal, and labor issues such as staff shortages and high turnover rates have rather intensified. Simultaneously, the increasing frequency of livestock epidemics due to the impact of the climate crisis, along with the rise in outbreaks of Lumpy Skin Disease, Highly Pathogenic Avian Influenza, and Foot-and-Mouth Disease since 2023, is evident. Under these circumstances, if South Korea's livestock disease control system continues to be maintained by exhausting its frontline workers, the decline in disease control capabilities will likely lead to a more severe spread of livestock epidemics and greater social damage. This study emphasizes the urgent need for structural reforms, including improvements in the working environment, to enhance the effectiveness of livestock epidemic response, and suggests the necessity of exploring alternative solutions. Ultimately, resolving the issues faced by Livestock Health Control Association workers, including disease control workers, will serve as a crucial foundation for ensuring the safety of South Korean livestock farms and animals.
