Abstract

This study examines the differentiated outcomes of women farmers’ policies based on the presence of dedicated departments within local governments, employing a gender governance perspective. The research aims to identify key considerations for establishing dedicated administrative bodies and constructing effective public-private governance structures as drivers of policy advancement. To this end, the study conducted written surveys and in-depth interviews across 11 local governments. It assessed organizational structures, staffing, budgets, and the operation of public-private partnerships, while also analyzing the perceptions of government officials and women farmers’ organization leaders regarding policy implementation and challenges on the ground. Findings indicate that the presence of dedicated departments significantly influences policy effectiveness. Local governments with such departments demonstrated higher levels of administrative specialization, increased budget allocations, stronger institutional foundations, and more diverse and locally relevant initiatives. Notably, they were more likely to pursue policies aimed at promoting gender awareness and cultural change in agriculture and rural communities, rather than narrowly focusing on welfare and cultural support. Nevertheless, disparities existed even among these localities, depending on the independence of the department, the degree of task concentration, and the gender sensitivity of responsible officials. Public-private cooperation approaches were categorized into four types: (1) gender-sensitive bureaucracy-led with active collaboration from women farmers’ organizations; (2) passive administrative leadership with civil sector initiative; (3) non-feminist bureaucratic control with mobilized civil actors; and (4) symbolic bureaucratic engagement within male-dominated governance frameworks. Of these, only the first two models were found to reflect genuine gender governance, and even these were observed in only a few cases.
