매년 구제역 등 국가재난형 가축전염병이 발생하여 방역의 중요성이 강조되고 있지만가축방역관 부족 문제는 반복되고 있다. 가축방역관 중 중요한 역할을 담당하고 있는 공중방역수의사는 수의과대학 졸업 후 3년간 임기제 공무원으로 복무하는 군 대체 복무제도이다. 공중방역수의사 제도가 정착한지 십여 년이 지났지만 관련 연구는 전무하다. 본 연구는 공중방역수의사 제도에 대한 실태조사를 진행하였다. 조사는 2019년 복무 중인 공중방역수의사 전수를 대상으로 구조화된 조사표를 이용하여온라인으로 진행하였으며, 응답자들은 해당 기관의 후생복지를 포함한 처우에 대해 부정적인 인식이 매우 강하였다. 또한 공중방역수의사들은 수의직 공무원 처우 개선에 대해 매우 중요하게 인식하고 있었다. 수의직 처우 개선의 우선되어야 할 부분은 임용 직급 상향으로 조사되었다. 가축방역관 충원 문제를 해결하기 위해서 처우와 근무 환경 등에 대해 개선이 필요하며, 해당 조사결과를 바탕으로 공중방역수의사 제도에 대한 전반적인 검토가 필요하다.
Abstract
The recurring outbreaks of livestock infectious diseases such as foot- and-mouth disease highlight the critical need for effective quarantine measures, yet the shortage of livestock quarantine officers remains unresolved. Public Quarantine Veterinarians (PQVs), who serve as alternative military service members for three years, are pivotal in this context. This study examines the current status and challenges of the PQV system. An online survey conducted in 2019 targeted all serving PQVs, utilizing a structured questionnaire. Findings indicate a strong negative perception among PQVs regarding their working conditions and institutional welfare benefits. Addressing the shortage of livestock quarantine officers necessitates enhancements in working conditions and overall treatment. This study’s findings suggest an urgent need for a comprehensive review and reform of the PQV system.
