비영리 사회복지조직에서의 책임성은 무엇을 의미하는가?- 책임성의 주체, 대상 및 확보방안을 중심으로 -

초록

비영리 사회복지조직은 사회복지서비스 전달체계내에서 매우 중요한 역할을 수행해 왔으나 다른 한편으로 비효과성, 비효율성 등 운영상의 문제로 인하여 많은 비판을 받고 있으며, 이런 문제를 해결하기 위해 책임성을 확보해야 한다는 점이 지적되어 왔다. 그러나 책임성이란 용어는 매우 다양한 의미로 사용되어 왔다. 본 연구는 이러한 현실을 고려하여 비영리 사회복지조직에서의 책임성의 의미와 이를 확보하기 위한 방안에 대해 검토하는 것을 목적으로 한다. 기존의 연구들은 비영리조직에서 추구하는 책임성은 위계적, 관료적, 법적, 또는 순응적 책임성 등 전통적으로 공공부문에서 사용되던 유형뿐만 아니라, 전문적, 도덕적, 협상적, 상호적 책임성 등 매우 다양한 유형으로 구분될 수 있음을 제시한다. 또한 어떠한 책임성을 추구하냐, 그리고 비영리조직에 대해 어떻게 인식하느냐에 따라 책임성을 확보하기 위한 노력도 외부와 내부의 통제기제, 그리고 강제적 통제와 자발적 통제 등 다양한 방식으로 이루어질 수 있음을 보여준다. 그러나 한국의 사회복지조직에서의 책임성에 대한 연구들은 책임성을 한 가지 측면에서만 논의한다는 한계를 지닌다. 본 연구는 학문적 측면에서 비영리 사회복지조직의 책임성에 대한 논의의 기반을 제공하며, 실천적인 측면에서는 구체적으로 책임성을 확보하기 위한 제도 및 조직관리를 위한 방향성을 제시할 수 있을 것이다.

Abstract

As nonprofit social service organizations have been an essential part in social service deliverly system, there has been increased demands for accountability from a variety of stakeholders, including government, donors, clients, and even the public. This study explores various concepts of accountability and diverse ways to strength accountability in nonprofit social service organizations which current studies have used with different meanings. This study suggests that not only social service organizations, but also government be accountable to diverse stakeholders of social service organizations. In addition, accountability should be secured both by external control mechanisms and by internal management mechanisms. However, current studies on nonprofit organizations in Korea did not concern accountability as a major issue, and some of them focused on only one aspect of accountability, mostly legal, hierarchical or compliance accountability. This study has implications in providing in-depth understanding of diverse concepts of accountability and a practical base of strategic choice of nonprofit social service organizations to enhance accountability, which ultimately contributes to improve welfare of service beneficiaries and the public.
