복지국가와 소득 불평등의 관계에 관한 비판적 고찰

초록

복지국가는 소득 불평등을 효과적으로 해소해 왔는가? 지난 세기에 복지국가가 이루어 온 성과에도 불구하고 일반적인 기대와 믿음과는 달리, 복지국가의 사회지출 확대와 소득 불평등 완화 정도 사이에는 의미 있는 관계가 발견되지 않는다. 소득 불평등 완화가 복지국가의 일차적인 목표가 아니기 때문이기도 하지만, 사회 내에서 소득 불평등을 확대하는 요인은 복지국가의 제도적 조치들에 의해 제거되는 것이 아니기 때문이다. 이 논문은 복지국가와 소득 불평등의 관계에 관한 선행연구들에 대한 비판적 검토와 함께 가처분 소득 지니계수, 소득 5분위 배율, 사회지출/GDP비율의 국가별 자료에 관한 2차 분석을 시도하였다. 저자는 복지국가와 소득 불평등의 관계에 관한 통념을 비판적으로 분석함으로써 복지국가가 추구해야 할 목표 달성을 위해 고려해야 할 제도적 방향을 모색하고, 복지국가가 소득 불평등에 대한 인식, 빈곤, 우선 분의배 중요성에 관심을 가져야 함을 제안했다.

Abstract

Has the welfare state effectively relieved income inequality? Despite the achievements of the welfare state in the last century, unlike the general expectations and beliefs, there is no significant relationship between welfare state’s social expenditure and income inequality mitigation. This is because the reduction of income inequality is not the primary goal of the welfare state, but the widening of income inequality in a society is not eliminated by institutional measures of the welfare state. This paper critically analyzes the myths about the relationship between welfare states and income inequalities and sought the institutional direction that welfare states should consider in order to accomplish their own goals. For this purpose, this paper has attempted a secondary analysis of indices of disposable income Gini coefficient, income quintile multiplier, and social expenditure/GDP ratio. In this paper, the author propose that welfare states should pay attention to the importance of poverty, perception on inequality, and primary income distribution rather than income inequality mitigation.
