전 세계적으로 소득 불평등이 악화되고 있으며, 소득 불평등 심화는 사회불안요인으로 지목되고 있다. 본 연구에서는 소득불평도와 시장경제변수 및제도의 질과 복지정책의 상관관계를 분석한다. OECD 회원국 중 14개 국가의지니계수로 소득 불평도를 측정하여, GDP 대비 복지지출, 사회 투명도, 실업률, 일인당 실질GDP, 물가상승률 등이 지니계수에 미치는 효과를 분석한다. 본 분석에 대상이 된 국가들의 경우, 복지지출 증가에 따라 지니계수가 낮아졌다. 실업률, 일인당 실질GDP, 물가상승률의 상승은 지니계수를 상승시켰다. 다만 소득불평등을 측정하는 다른 지표로서 소득5분위배율을 보면 실업률만 소득불평등과 연관이 높았다. 높은 조세부담과 복지제도로 부의 재분배효과가 클 것으로 보이는 북유럽 국가를 제외하면 복지지출과 지니계수의 연관관계는 통계적으로 유의미하지 않았다. 이는 소득5분위배율로 측정한 소득불평등에서도 마찬가지였다.
Abstract
Increasing global income inequality is a cause for concern as it heralds increased social instability. We analyze the effects of economic, quality of institution, and social expenditure variables. We measure income inequality using the Gini coefficients of 14 OECD countries and use the social expenditure portion of GDP, transparency index, unemployment rate, real GDP per capita, and inflation as explanatory variables. The increase of welfare expenditure decreases the Gini coefficients statistically significantly. Increases in unemployment rate, real GDP per capita, and inflation result in statistically significant increases in the Gini coefficients. If we use an income quintile share instead of the Gini coefficient, only an increase in unemployment significantly increases the income quintile shares. Excluding the northern European countries, which have a high tax burden and welfare expenditure systems, renders the effect of welfare expenditure statistically insignificant. This result holds for the income quintile multiple.
