공공 거버넌스라는 개념은 학자에 따라 다양하게 정의될 수 있지만, 본 연구에서는 ‘행정부의 공공문제에 대한 의사결정 및 집행 등에 관한 전반적인 과정’이라 정의한다. 이러한 정의 하에서 공공 거버넌스는 거버넌스의 결과물에 따라 크게 법적 거버넌스, 성과중심적 거버넌스, 합의지향적 거버넌스 등 세 가지 유형으로 구분할 수 있다. 법적 거버넌스는 Max Weber의 개념형(Ideal Type)인 관료제에 가까운 거버넌스 유형으로, 적법한 의사결정 및 집행이 중요한 유형이다. 성과중심적 거버넌스는 의사결정 및 집행이 법령의 적용에 그치지 않고, 그 의사결정/집행을 통해 정책/사업목표를 얼마나 효과적/효율적으로 달성했느냐에 초점을 맞춘 유형이다. 마지막으로, 합의지향적 거버넌스는 의사결정 및 집행과정에서 앞의 두 유형과 달리 이해관계의 출현이 두드러지기에, 이에 대한 조정이 요구되는 거버넌스 유형이다. 이상 세 가지 유형은 의사결정의 주체, 관료의 역할, 의사결정 방식, 행위자 간 관계 등에서 그 차이가 있다. 또한 각 유형에 따라 거버넌스 결과물에 중요한 영향을 미치는 요인이 달라진다. 물론 현실 세계에서는 세 가지 유형이 혼재되어 나타나는 경우가 많으나, 거버넌스 현상에 대한 체계적인 분석을 위해서는 세 가지 유형을 구별해서 볼 필요가 있다. 이러한 세 가지 유형은 한국 및 개발도상국의 거버넌스 실상을 이해하고 분석하는데 특히 유용하다고 할 수 있다.
Abstract
Although the concept of public governance can be defined in various ways, this article defines public governance as ‘the overall process of decision-making and implementation in dealing with collective problems by public agencies'. Under this definition, public governance can be classified into three modes according to the outcome of governance: legal governance, performance-based governance, and consensus-oriented governance. Legal governance is a mode of governance close to Max Weber’s bureaucracy. Performance-based governance is another one that focuses on how effectively and/or efficiently policy goals are achieved through decision-making and implementation. Finally, consensus-oriented governance is a mode of governance that calls for a political process to deal with various & conflicting interests. These three modes are different in terms of who decides, the role of bureaucrats, the methods of decision making, and the nature of the interactions among actors. The critical factors that have a significant impact on the outcome of governance vary with each mode. Although in the real world these three modes are often mixed and interrelated, it is necessary to distinguish them because it helps systematically analyze the phenomenon of governance. These three modes are particularly useful for understanding and analyzing the reality of governance in Korea and developing countries.
