한국 역대 정부의 거버넌스 유형 분석에 관한 연구: 국정 목표를 중심으로

초록

정부 개혁과 국정 운영을 보는 이론으로 거버넌스(Governance)는 행정학에서 많이 사용되고 있다. 아직 거버넌스 개념은 명확하게 합의된 정의가 없고 일정한 유형도 없는 상태다. 그렇지만 많은 학자들은 거버넌스를 다양하게 연구했으며, 포괄적이고 직관적으로 정책에 관련된 다양한 주체와 현상을 설명하는데 거버넌스를 많이 활용하고 있다. 이 논문의 목적은 한국 역대 정부의 유형을 분석하고, 정부마다 어떠한 국정 운영을 했는지 파악해 미래 한국 정부의 방향을 제시하는 것이다. 연구 범위는 이승만 정부부터 노무현 정부까지로 하며, 각 정부마다 국정 목표와 주요 과제가 대상이다. 연구 방법은 거버넌스 주요 개념과 유형을 정리해, 각 유형마다 공통적으로 나타나는 주체와 특성을 고려해 정치-행정-시민 중심의 거버넌스 모형을 설정하고, 각 정부의 변화를 그림으로 제시했다. 초기 정부에는 정치 영역이 강하게 드러났지만, 시간이 흐르면서 행정 영역이 부각되었으며, 최근에는 시민 영역의 영향력이 증대되었다. 이는 미래 한국 정부의 방향과 목표 설정을 탐색하는데 유용하며, 학술적으로 거버넌스 유형을 제시해 분석적으로 연구하는데 기여한다.

Abstract

This Paper, Governance has been defined as the interactive relation that consist of political, administration, civil society. We examines governance model of government vision in Korean current government. The internal and external problem affecting Korean government has been multiplied dramatically. In theory and practice, Korean public administration is not so much a matter of finding governance models but adapting its various tools to fit shifting political and administrative vision. It is a way of describing the links political, administration, civil society. Governance model requires new strategic and popular participation in public administration. It is about government is changing role in society and its changing capacity to pursue constraints. The importance of politics-administration-civil society governance model has fundamentally the foundation on which many traditional governance model were based.
