Abstract

This study analyzed eight high school Society and Culture textbooks developed under the 2022 Revised National Curriculum, focusing on how social minorities are addressed in terms of definition, types, perspectives, policies, inequality, and solutions. All textbooks define social minorities as groups discriminated against due to physical or cultural characteristics, highlighting visibility, power disadvantage, discrimination, and collective identity as key conditions. Women, persons with disabilities, migrant workers, immigrants through marriage, and North Korean defectors were commonly featured. However, the concepts of “social minorities” and “the socially disadvantaged” were often conflated, and groups like refugees, the elderly, naturalized citizens, adolescents, and the poor appeared only sporadically. Politically sensitive groups such as sexual minorities and comfort women were excluded. Most textbooks adopted a paternalistic view emphasizing sympathy and coexistence but rarely presented structural or rights-based solutions. Affirmative action and reverse discrimination were minimally discussed without concrete examples. Significant variation was also found in the use of supplementary materials. The findings suggest that textbooks are still insufficient for overcoming prejudice and fostering critical awareness. The study recommends broader, balanced representation of minority groups, stronger rights-based perspectives, and systematic use of diverse educational resources to enhance inclusive citizenship education.
