본 연구의 목적은 초･중학교 사회과 교과서의 다문화 인권 교육 내용을 분석하고 개선을 위한 시사점을 제시하는 것이다. 본 연구는 Rios & Markus(2011)의 논의를 토대로 다문화 인권 교육 내용을 문화 다양성과 소수 집단의 인권 측면으로 구분하고 교과서 내용을 분석하였는데 결과는 다음과 같다. 첫째, ‘문화 다양성’ 측면에서, ‘단일 문화적 관점 비판 및 다원적 관점을 통한 세상 인식’ 항목에서는 내용이 적절히 제시되었으며, ‘문화 다양성 인식 및 문화적 차이에 대한 존중’ 에서는 초･중학교 모두 내용은 적절히 다루고 있으나 읽기 및 탐구 활동 자료의 적극적인 활용이 요구된다. 그리고 ‘문화 집단 간 소통 및 협력적 연대감 형성’ 에서는 자료들은 적절히 제시되어 있으나 소재의 다양화가 요구된다. 둘째, ‘소수 집단의 인권’ 측면에서, ‘다문화 인권의 내용 이해 및 존중’ 항목에서는 초･중학교 모두 평등권을 강조하고 중학교 일부 교과서에서 이주민의 참정권을 다루고 있으나, 다문화 배경을 가진 소수자들에게 절실한 인권의 종류 및 내용이 미흡하다. ‘다문화 인권의 침해 문제 탐색’ 항목에서는 초･중학교 모두 다문화 배경을 가진 소수자의 일상적 경험을 반영하고 있으나 이들의 실제적 인권 침해 관행이나 사례와 관련된 다양한 읽기 자료나 탐구 활동이 요구된다. 그리고 ‘다문화 인권 보장 관련 쟁점 탐구’ 에서는 다문화 인권 보장과 관련된 쟁점을 적극적으로 제시할 필요가 있다. 이상의 분석 결과를 바탕으로 다문화 인권 교육 개선을 위한 시사점을 제시하면 다음과 같다. 첫째, 다문화 인권 교육의 관점에 기초하여 세부 내용 요소를 체계적으로 선정 및 조직할 필요가 있다. 둘째, 사회과 교육과정 개선 측면에서, 다문화 배경을 가진 소수 집단의 일상생활과 밀접하게 연관된 인권의 종류 및 내용, 관련 사례를 적극적으로 다루어야 한다. 셋째, 사회 교과서 개발 측면에서, 다문화 배경을 가진 소수 집단의 인권 침해 사례와 해결을 위한 교과서 개발 준거 및 집필 안내가 이루어져야 한다.
Abstract
The purpose of this study is to examine the characteristics of multicultural human rights education through the analysis of elementary and middle school social studies textbooks. The results of analysis are as follows. First, in terms of “cultural diversity,” contents are adequately presented regarding “critique of mono-cultural viewpoints and recognition of the world through a pluralistic viewpoint.” Regarding “recognition of cultural diversity and respect for cultural differences,” although contents are adequately covered in both elementary and middle school textbooks, more active reading and inquiry activities should be included. In addition, for the “communication among cultural groups and formation of cooperative solidarity,” more diverse materials should be developed. Second, in terms of “human rights of m inority groups,” contents regarding the “understanding of and respect for multicultural human rights” are adequately covered. However, specific guidance for the types and contents of human rights that are crucial to ethnic m inorities is required. For the “inquiry into the violation of multicultural human rights,” both elementary and middle school textbooks appropriately reflect the everyday experiences of ethnic minorities. However, more diverse reading materials or inquiry activities are needed. In addition, proper issues related to the “protection of multicultural human rights” should be presented for inquiry activities. Based on the above analysis, we provide suggestions for improvement of multicultural human rights education. First, based on multicultural human rights, related elements should be systematically selected and organized. Second, content elements related to ethnic minority groups should be supplemented in the social studies curriculum. Third, for development of social studies textbooks, more detailed curriculum guidelines should be provided so that the contents on the violation of human rights of ethnic minority groups may be adequately covered.
