전자정부의 진화와 리더십 요건의 변화: 참여정부의 ‘전자선거’ 과제를 중심으로

우리나라의 전자정부는 꾸준히 진화하고 있다. 온라인으로 업무를 처리하고 민원 서비스를 제공하는 행정적 혁신의 단계에서 전자거버넌스와 전자민주주의를 구현하는 사회적 혁신의 단계로 이행하고 있다. 이 전환에는 무엇보다 전략적 리더십이 요구된다. 전략적 리더십은 상황정의, 동의 형성, 신뢰 확보, 그리고 실무적 합의 도출이라는 요건을 갖추어야 한다. 본고는 전략적 리더십의 요건을 전자선거 과제의 분석에 적용하여 현재 전자선거 사업이 난항을 겪고 있는 중대한 이유가 행정적 리더십의 부족임을 밝혔다. 사회적 연계의 필요성 때문에 갈등의 소지가 가장 높은 전자정부 과제임에도 불구하고 전략적 리더십의 요건을 충족시키지 못하고 있다는 것이다.또한 본고에서는 반사실적 가설 기법을 적용하여 전자선거 과제에 대한 접근방식을 바꿀 수 있는 방안을 제시하고 있다. 사업의 정체성을 전자투표기 사업에서 민주적 과정의 재설계로 격상시키고, 전자선거추진협의회의 동의 형성 기능을 대폭 강화하며, 행정부와의 긴밀한 협력 관계의 복원을 제안하고 있다.
Abstract
E-government has continued to advance in Korea. It is transforming from the stage of administrative innovation to the stage of societal innovation. It means that e-government is moving from online processing of internal business and civil affairs to e-governance and e-democracy. This transition needs the strategic leadership which requires smart definition of situation, legitimation of ideas, winning of confidence, and generation of practical agreements. This concept of strategic leadership was applied to analysis of the e-election initiative of Participatory Government in Korea. It is attempted to reveal that one of the reasons for the serious trouble the initiative is currently facing comes from lack of the strategic leadership. By applying the method of counterfactual hypothesis, it is suggested that identity of the initiative be upgraded from 'e-voting machine' project to 'redesign of democratic process' project, legitimation function of E-voting Promotion Council be reenforced, and cooperative relationship with the administrative agencies be restored.
