참여정부 혁신 추진의 가장 큰 성과 중의 하나는 전자정부추진을 통한 업무수행의 효율화 및 신속화를 가져와서 실제 정부업무를 담당하는 공무원들 뿐 아니라 정부업무의 고객인 국민들에게도 큰 편의를 가져왔다는 점이다. 참여정부의 전자정부 추진과 관련한 성과는 분명하지만, 보다 한 단계 더 높은 수준의 전자정부로 이끌기 위해서 지난 참여정부에서 추진한 전자정부사업의 추진 내부를 들여다 볼 필요가 있다. 전자정부와 관련해서는 이미 우리나라가 전 세계적인 비교에서 높은 수준은 보여주고 있지만, 이러한 성과를 가져오도록 하는데 있어서 일종의 점검과 같은 것으로서 추진체계 및 전략상의 문제점은 없었는지 분석해보고 향후 추진에 있어서 새로운 방안들을 제안해 볼 수 있다는 측면에서 참여정부 전자정부 추진과정과 전략을 평가해 보는 이 연구는 의의가 있다고 본다. 본 연구에서는 전자정부의 추진과정과 전략평가를 위해 로드맵의 수립 및 집행과정과 전자정부 추진의 목표, 추진체계, 예산배분방식 등에 대한 분석을 목표-수단 간의 관계를 중심으로 보는 전략평가와 정책과정을 분석하는 정책과정분석이라는 틀 속에서 분석한 것으로, 주로 참여 정부의 정보화 추진과정에서의 체계, 전략상의 문제점을 실제 진단하고, 참여정부의 전자정부 추진에서의 체계, 과정 및 전략상의 문제점 및 차기정부에서의 추진방안 등을 제안하고 있다.
Abstract
The Participatory Government's electronic government project has contributed to the innovative performance as a major instrument for the innovation. Most evaluation about electronic government is focused on the technical performance, so that researches are few with organizational and procedural perspectives. Therefore, this paper was intended to analyze the goal and strategy in the participatory government's electronic government project. In order to evaluate the driving process and strategy, strategy evaluation and policy process analysis is used. That is to say, setting up road map, implementation process, project goal, driving system and micro strategy are investigated under these analysis frame. Through the survey for civil servants related to the electronic government project and interview with professionalist group in the field of electronic government, the problems in the process of e-government project are shown and ultimately next administration's plan is intended to be suggested. As a result of analysis for the properness between goal setting and instrument , the connection between goal and instrument was established well and task setting and priority decision were also appropriate. The centralized structure for the project was evaluated positively, the conflicts between departments were considered as a obstacle for promoting the project smoothly. As for the way of budget allocation, there was different thought between supervising department and supervised department. Generally, after the evaluation about the electronic government project's process and strategy it was shown that setting the efficient driving system and establishing efficiency in the budget allocation are required to be improved. In addition, the mediation agency for solving the conflicts around the role and authority should be prepared and flexible device for the budgeting is also requested.
