본 연구에서는 전자정부 발전단계 모형을 토대로 현재의 우리나라 전자정부 현 수준을 평가하고, 이를 토대로 향후 우리나라 전자정부 사업의 발전적 전략 과제와 대응전략을 제시하고자 하였다. 본 연구결과 향후 전자정부 추진시 고려해야 할 점을 몇 가지 정리하면 다음과 같다. 첫째는 전자정부 발전을 위해 과감한 행정업무재설계(BPR)를 통해 산업사회형 업무프로세스와 조직구조, 관행 등을 혁신하는 업무 재설계가 선행되어야 할 것이다. 둘째는 전자정부의 인프라 개선과 함께, 수요자 중심의 전자정부 서비스 제공에 주력해야 한다. 이를 위해서는 부처 간 서비스 통합뿐만 아니라 공공기관, 민간기관을 포함하는 범국가적 통합 인프라를 구축하여야 할 것이다. 셋째는 민관협력 및 실질적인 참여적 민주주의 서비스를 구현하여야 한다. 정책수립과정을 정부와 민간 간 양방향적 의사소통 체제로 전환하고, 국민들은 통치의 객체가 아닌 주체로서 자신의 문제를 토론하고 결정할 수 있는 전자 거버넌스 네트워크를 구축하여야 한다.
Abstract
This study, based on the e-government development model, evaluates the current level of Korean e-government and suggests the developmental strategy of e-government project. The following should be considered when e-government project is started in the future. At first, the redesign of business process should be considered for e-government, which is innovating work-process, organizational structure and habitual practice through a drastic BPR. Secondly, people or demander oriented e-government service should be provided as well as improvement of the e-government infrastructure. To do this, there shall be not only service integration between the ministries and offices, but also a nationwide infrastructure integration including public and private institutions. Thirdly, the practical participatory democracy service should be embodied with public and private cooperation. The government policy process shall migrate to bidirectional communication system between government and private. And the e-governance network shall allow the people, as subjects rather than objects, to discuss and determine their own issues through it.
