E-Governance and Online Citizen Participation in Policy Process : Focusing on the Cases of Metropolitan Governments

e-거버넌스는 발달한 정보통신기술을 활용하여 서비스의 수요자인 시민이 과거보다 쉽고 빈번히 정부의 정책결정과정 등에 참여할 수 있음을 배경으로 발전하고 있다. 본 연구에서는 e-거버넌스의 활성화 잇슈를 정책과정에서의 온라인 시민참여 문제를 통해 분석해 보았다. 온라인 시민참여를 정책 생애주기별로 범주화하여 분석해 보면 참여 수준과 내용에 대해서도 살펴볼 수 있는 기회가 될 것이다.이를 위해 광역자치단체들의 온라인 시민참여 사례와 진전 정도를 정책과정모델의 각 단계와 대비하여 살펴보았다. 광역자치단체의 정책결정 과정에의 온라인 시민참여는 비교적 활발히 이루어지고 있는 부분도 있으나, 정책과정에 따라 그리고 지역에 따라 수준의 차이를 보이고 있어, 향후 활성화를 위한 노력이 보다 강화되어야 할 것으로 나타나고 있다.
Abstract
E-governance is widening possibilities for citizens to participate in the policy making process and its execution. This study explores the importance and characteristics of e-governance through a theoretical discussion about conceptual background of its rise. It also aims at finding the current levels and characteristics of e-governance through investigating the status of online citizen participation in policy-making processes of Korean metropolitan governments. The result shows that citizens actually participate in some policy-making processes and thereby affect the process of government administration. It indicates that e-governance enables the transition from passive information access to active citizen participation.
