시민참여의 주요 수단이면서 정부 정책에 대한 새로운 참여자로서 사이버공동체의 역할은 정부의 정책과정에 영향을 주는 새로운 행정환경으로 대두되고 있다. 본 연구에서는 자발적인 사이버공동체들의 정책참여 활동이 온라인상에서 활발하게 이루어고 있는 점에 주목하고, 이들의 활동이 e-거버넌스 사회에서 정책의 참여자로서의 역할을 어느 정도 수행하고 있으며, 정부의 정책결정과정에 이들 공동체가 어떻게 그리고 얼마나 관여함으로써 결과적으로 어떤 정책적 변화가 있었는지를 실증적으로 살펴보았다. 연구결과, 사이버공동체의 활동은 온라인상의 자발적 집단으로서의 공동체들 간에 유기적 결합을 통한 연대와 네트워크 활동, 그리고 온라인을 기반으로 한 오프라인 활동이 결합된 체제로서 활동이 다양하게 이루어지고 있는 것으로 나타났다.
Abstract
The virtual community has been a new participant as well as a major tool to influence the government policy process, And also it might be regarded as new policy environment. The study focused on the virtual communities voluntarily organized for policy change on cyberspace. In this regard, it is empirically examined that how they are participated in the decision making process and how much they change the government policy. The study concludes that their activities on cyberspace become widely connected to off-line based activities and various communities, and then change the government policy.
