정보통신기술이 행정기관의 관료제와 정책의사결정 방식의 변화를 가져오면서 그간 행정기관은 정보를 인터넷에 적극 개방･공유하고, ‘국민신문고’와 ‘서울상상오아시스’와 같은 인터넷 시민참여 채널을 구축하였다. 그러나 참여채널이 쌍방향 소통 및 협력을 위해 운영되기 보다는 여전히 공급자의 일방적인 이해에 운영되고 있는 측면이 있다. 이에 본 연구에서는 국내 행정기관의 인터넷 시민참여 채널의 운영 실태를 점검하고 참여 채널의 활성화를 위한 제언을 제시하는데 목적이 있다. 이와 같은 연구목적 달성을 위해 우선 전자정부가 관료제와 정책결정체제에 미친 영향에 대해 문헌검토 후 국내･외 인터넷 참여채널 운영사례 및 문제점을 분석하여 인터넷 시민참여 촉진을 위한 정책적 제언을 도출 하였다.
Abstract
As ICT brings change in a bureaucracy of administrative agencies and their policy decision-making process, the agencies have been constructing channels of internet citizen participation such as 'epeople.go.kr', 'oasis.seoul.go.kr' while actively opening and sharing their information on the internet. However, there is an aspect of these participative channels are still being operated by the one-sided understanding of providers rather than for the two-way communication and cooperation. Therefore, the purpose of this study is to check the operating condition of internet citizen participation and to suggest proposals for activating the participative channel. In order to achieve this research purpose, we firstly conducted the literature review of effects of e-government on bureaucracy and policy decision-making system. Then, we analyzed the management cases of internet participation channel at home and abroad to provide policy suggestions for promoting internet citizen participation.
