초록

2020년 아세안은 다른 지역과 국가에서처럼 코로나19 위기가 가장 중요한 이슈였다. 국가별로 서로 다른 대응 양상을 보이는 가운데, 아세안 지역협력 차원의 코로나19 대응은 크게 보이지 않았다. 인적 이동이 통제된 지역 전체의 위기, 국가마다 부족한 자원 등 코로나19 위기의 특성에 아세안의 느슨한 제도라는 특징도 겹쳐 나타난 결과다. 2021년 이후 ‘아세안종합회복계획’에 따른 코로나19와 보건 안보 대응이 얼마나 효과적으로 전개될지 추이가 주목된다. 정치안보, 경제, 사회문화공동체 모든 부분에 걸쳐 2020년은 공동체 형성 5주년을 맞이하는 시점이었고 중간평가가 이루어졌다. 아세안 차원의 공동체 건설과 별개로 아세안을 둘러싼 정치안보 환경은 미-중 경쟁 속에 더욱 불확실성을 더했다. 경제 역시 코로나 위기의 여파로 아세안 국가들은 어려운 한해를 보냈다. 연말 서명된 역내포괄적경제협정(RCEP)이 위기 대응에 대한 희망이 될지 귀추가 주목된다. 사회문화 부문에서는 의장국인 베트남 주도로 아세안 정체성 내러티브가 발표된 것이 주목할 만한 움직임이었다. 한-아세안 관계도 코로나19의 영향을 피하지 못했다. 그럼에도 불구하고 한국은 코로나19로 인해 협력이 원활하지 못한 상황에서도 보건-방역협력에 주력했고, 신남방정책을 업그레이드 한 신남방정책 플러스를 발표하는 등 아세안과 협력 강화를 위한 조치들을 취했다.

Abstract

The most important single issue in ASEAN 2020 was unexpected COVID-19 crisis. While concrete responses to the crisis differ state by state, ASEAN, as a collective entity, was not very effective in responding to the crisis. It was largely due to the characteristics of COVID-19 crisis - ban on people movement, region-wide crisis, lack of national resources to fight COVID-19 on top of ASEAN’s inherent loose institutional basis. It is crucial how ASEAN would navigate the crisis with the newly agreed ASEAN Comprehensive Recovery Framework (ACRF). The year 2020 was timing for mid-term reviews for 3 pillars of ASEAN Community: political-security, economic and sociocultural, which indicated fairly good progress in the past 5 years. The U.S.-China strategic competition added strategic uncertainty for ASEAN political-security community. COVID-19 brought about region-wide economic down and negative growth. It is interesting to watch if the Regional Comprehensive Economic Partnership or RCEP signed at the end of 2020 will be any help for 2021 economic recovery. The ASEAN chair 2020, Vietnam, pushed forward ‘Narrative for ASEAN Identity’ in the field of sociocultural community building. ASEAN-Korea relationship was not able to escape from the impacts of COVID-19 crisis. The two partners, other than else, focused on a joint response to the COVID-19 in 2020. At the end of 2020, the Korean government revealed ‘New Southern Policy Plus’ as upgraded blueprint for ASEAN-Korea cooperation in the coming years.
