2019년의 아세안은 돌아보면 어수선한 주변 환경 속에서 조용한 통합 추진이라는 상반된 이미지로 요약된다. 비교적 안정적이었던 개별 국가 정세와 달리 아세안을 둘러싼 전략적 환경, 국제 관계 환경은 미-중 전략 경쟁으로 인해 매우 어수선했고, 아세안은 이런 환경에 나름 대응하고자 했으나 쉬운 과제는 아니었다. 경제 통합에서는 의장국 태국 주도로 4찬 산업 혁명 등에 대비한 아세안 차원의 공동 노력이 제시되었다. 사회문화 분야에서는 노령화, 아동 문제 등에서 의미 있는 아세안 차원의 대응들이 있었다. 한-아세안 관계에서 한국 정부는 신남방정책을 어려운 대내외 조건 속에서도 꾸준히 추진했고, 11월 제 3차 한-아세안특별정상회의를 성공적으로 개최해 아세안 국가들에게 한-아세안 관계 강화를 위한 한국의 의지를 확인 시켰다. 2019년을 뒤로 하고 2020년에는 베트남이 의장국을 맡는다. 특히 미중 경쟁 속 전략과 남중국해 문제와 관련 2020년 의장국 베트남의 행보에 크게 시선이 쏠리고 있다.
Abstract
Looking back, ASEAN in 2019, can be best described by a quiet push for integration in the challenging external environment. while domestic politics of individual countries were rather stable, the strategic environment surrounding ASEAN has never been stable, which is best seen in the strategic competition between the United States and China. It was not easy for ASEAN to navigate in such a turbulent circumstance. The ASEAN Chair country in 2019, Thailand, successfully extracted support of the members for an ASEAN joint work plan for the 4th Industrial Revolution. ASEAN members have focused on the issue of children rights and protection in 2019 for their concerted action and came out with some concrete agreements. Korean government pushed forward its signature ASEAN policy, New Southern Policy. In November, Korea held a successful ASEAN-Korea Commemorative Summit, which was an occasion that heralded Korea’s sincerity to develop a deeper relations with ASEAN. Vietnam took over the ASEAN Chair country position in 2020. Vietnamese’ Chairmanship draws attention especially in the area of ASEAN’s strategy in the superpower competition and of South China Sea dispute.
