초록

이 글은 국제기구 아세안의 2021년 행보를 검토한다. 2021년 대내외적 위기와 비판에 직면하면서, 아세안은 내부적으로 아세안의 통합 협력 의제를 확장하고, 유행하는 글로벌 의제와 이슈를 아세안의 협력과제로 기민하게 받아들이며 아세안의 가치를 회복하고자 노력했다. 협력 의제를 확장하고 그 후속 조치에 필요한 제도적 장치의 숫자를 늘려갔고, 각 협력 의제를 이행하는데 필요한 외부 자금의 성격과 종류도 다각화했다. 또한, 영국을 대화상대국으로 받아들이면서 오랫동안 고수해온 10+10 체제를 마무리했고, 역외협력국들의 백신 외교를 도모하며 파트너십의 다각화를 모색했다. 요약하면, 아세안은 선택과 집중보다는 사업과 파트너십 확장의 방향을 택했다. 국제기구로서 아세안의 외교적 위기가 커지는 상황에서 그들의 선택과 노정이 아세안의 외교적 가치를 회복하고 중심성을 유지하는데 어떤 역할을 할 수 있을지는 계속해서 주목할 만하다. 추가적으로, 이 글은 한국이 신남방정책을 마무리하며 대아세안 협력 분야를 어떻게 재조정하고 우선순위를 어디에 두었는지 관찰해본다.

Abstract

This article observes major ASEAN-level diplomatic activities and decisions made in year 2021 in the context of regional order transition. Specifically, it discusses how ASEAN made an effort to restore ASEAN’s value and centrality in shaping regional multilateral arrangements in response to growing skepticism of ASEAN‘s utility and its relevance. Additionally, it also briefly examines the development of South Korea’s New Southern Policy in its final year of execution.
