베트남 2020: 재난 극복 과정에서 발휘된 대내외 리더십과 단결력

베트남의 2020년은 국가 지도부의 리더십과 국민의 단결력이 결합하여 감염병과 자연재해 등의 재난으로 인한 위기를 성공적으로 극복한 해이자 국내 및 국제 사회에 유능한 국가의 면모를 충분히 보여준 해였다. 수상(총리) 등 국가 지도부는 선제적이고 공격적인 방역조치를 실시하여 바이러스의 확산을 조기에 진압했고 이로 인해 베트남 경제는 2.91%의 플러스 성장률을 유지했다. 코로나19 대유행으로 인해 자국 민간기업의 역량 강화 등 성장모델 혁신과 국영기업의 구조조정은 더디게 진행됐고 외국인투자기업의 수출 비중이 전년대비 증가했다. 이러한 상황 속에서 성장한 자국 민간 대기업은 경제의 구조적 변화를 암시하는 두드러진 성과 중 하나에 해당한다. 정치적으로 당 지도부는 바이러스를 통제하는데 집중하면서도 부정부패 관련 사건에 대한 조사와 판결을 실시하여 2016년 이후부터 본격적으로 진행되어 온 반부패운동을 지속적으로 추진했다. 그리고 제13차 공산당대회를 위한 준비 과정에서 누가 새로운 지도부 자리에 오를 것인지 이에 따라 베트남 정치가 어떤 새로운 변화를 맞이할 것인지에 대한 궁금증을 자아냈다. 재난으로 인한 국내 위기 상황에도 불구하고 대외 관계 측면에서 베트남은 아세안 의장과 유엔안전보장이사회 비상임 이사국의 역할을 모범적이고 성공적으로 완수했다. 코로나19 사태 초기에 발생한 한국과 베트남 네티즌들 간 갈등은 양국에서 쌍방향적 이해가 얼마나 중요한가를 깨닫게 했다.

Abstract

In 2020, Vietnam‘s response to the pandemic and natural disasters was successful as it included the combination of the leadership of the Vietnamese government and the national solidarity. The authorities took proactive quarantine measures to extinguish the spread of the virus early, which led to the Vietnam economy maintaining a positive annual GDP growth rate of 2.91%. Due to the COVID-19 pandemic, innovation in growth models, such as strengthening the capabilities of domestic private companies, and restructuring of state-owned companies have progressed slowly. And the proportion of exports of foreign investment companies increased year on year. Despite these circumstances, the growth of big corporations in Vietnam’s private sector is one of the remarkable achievements implying structural changes in the economy. Politically, the party leadership continued to promote the anti-corruption movement, which has been in full swing since 2016, by conducting investigations and judgments on cases related to corruption while focusing on controlling the virus. And in preparation for the 13th National Congress of the Communist Party of Vietnam (CPV), the question was raised as to who will rise to the new leadership position and what new changes in Vietnamese politics will face accordingly. Despite the domestic crisis caused by the disaster, in terms of external relations, Vietnam performed exemplary and successfully fulfilling the roles of ASEAN Chair and non-permanent member of the United Nations Security Council. The conflict between Korean and Vietnamese netizens that occurred in the early days of the COVID-19 outbreak made us realize how important bilateral understanding is in both countries with strong patriotism.
