본 연구는 조선 전기 공문서 행정 체제의 특징을 규명한 것이다. 공문서 체제의 특징을 논증하기 위해서 비록 미흡하지만 고려시대로부터 면면히 이어진 공문서 체제의 변화 과정을 살펴보았으며, 최종적으로는 經國大典의 「五品以下告身式」이 완성되는 과정을 밝힘으로써 「五品以下告身式」이 가지고 있는 古文書學的 의미를 논증하였다. 현재 확인할 수 있는 우리나라의 공문서 체제는 고려 전기까지 소급하여 올라갈 수 있다. 고려 전기에는 唐宋制를 수용하였으며, 고려 후기에는 元制를 수용하기에 이른다. 元制를 따르던 당시 高麗의 공문서 체제는 조선 개국과 함께 經濟六典에 반영되었다. 그리고 明의 洪武禮制가 영향을 미치면서 조선은 明制를 바탕으로 하는 공문서 체제를 확립한다. 조선초기 홍무예제의 공문서 체제는 경국대전의 완성과 함께 더욱 효율적인 제도로 거듭난다. 복잡한 공문서 상통 방식을 간단하게 통합함으로써 행정 효율을 극대화시킨 것이 경국대전 공문서 체제가 가지는 가증 큰 특징이라고 할 수 있다. 경국대전의 문서 행정에서 나타나는 효율적인 변화에 대한 사례는 자료의 결핍으로 논증이 쉽지 않다. 그러나 署經과 연계된 일련의 인사문서를 통해 일부 사례에 접근할 수 있는데, 그 대표적인 것이 「五品以下告身式」의 정착 과정이다.
Abstract
This study found out the Official-Documents System in the early Cho-seon period. To do that, this study investigated the changes of the Official-Documents System from the Goryeo period. Finally, by revealing the completion process of O-pum-e-ha-go-shin-shik (五品以下告身式) - a kind of appointment letter to the governmental official-, this study proved the archival meaning of O-pum-e-ha-go-shin-shik. Early Goryeo period adopted the Official-Documents system of Dang (唐) and Song (宋) and the latter Goryeo period was influenced by the system of Won (元). This fact was appeared on the Kyung-je-yuk-cheon (經濟六典) after the foundation of the Cho-seon. With the influence of Hong-mu-ye-je (洪武禮制), early Cho-seon established the Official-Documents system based on Ming (明)‘s one. With the completion of the Kyung-guk-dae-cheon, early Cho-seon's Official-Documents system became more innovated. Its characteristic is the maximization of the administrative efficiency. Because of the deficiency of the concerned documents, it is not easy to find out that efficient system. But through the some remaining documents, we can grasp the innovated system, - that is the O-pum-e-ha-go-shin-shik.
