이 글에서의 주장은 간단하다. 몇몇 복지정책을 새롭게 도입한다고 해서 한국 복지국가가 발달하는 것은 아니라는 것이다. 정치적 이익을 앞세워 전체적인 청사진 없이 그때그때 임기응변적으로 새로운 정책을 도입한다면 오히려 복지국가 발달을 저해할 것이다. 지금처럼 각 정치세력이 경쟁적으로 복지정책을 확대하려 한다면 정책의 실현 가능성도 없을 뿐 아니라 복지정책 전체의 균형도 문제가 될 것이다. 따라서 이 글에서는 개별적 복지정책을 다루기보다는 거시적인 맥락에서 한국 복지국가가 발달하기 위한 몇 가지 전제 조건들을 제시하였다. 이 글에서는 한국 복지국가 발달의 전제 조건으로 세 가지를 제시하였다. 첫째, 한국 사회에서 복지 논쟁이 소모적인 이념 논쟁에서 벗어나 실용적인 탈이념 논쟁으로 전개되어야 한다. 둘째, 서구 선진 복지국가에서 경험한 바와 같이 복지국가는 국민들의 합의 없이는 발달할 수 없으므로 한국 복지국가도 사회를 균열시키기 보다는 사회 통합에 기여하여야 한다. 셋째, 현재 여러 부처에서 실시하는 복지정책의 중복 문제를 해결하기 위해서 단편적인 복지정책을 지양하고 통합적인 복지정책을 실시하여야 한다.
Abstract
This article presents three prerequisites for the development of welfare state in Korea. First, the ongoing welfare debate should be deployed as a practical debate beyond an ideological one. The ideological debate have brought about the social conflict rather than the social integration. Second, as experienced in the advanced welfare state, the social consensus is necessary for the development of welfare sate in Korea. The social consensus must be followed by the social integration. Third, because the current piecemeal welfare policies are duplicate, redundant and biased, this article suggests the redesign of the overall welfare policy. This article, rather than dealing with the welfare policy separately, explores some prerequisites for the development of welfare state in Korea.
