노동수요는 산출물시장에서 ‘파생된 수요’(derived demand)라는 점에서 정부지원사업의 고용효과 분석은 매출액 분석을 수반하여야 한다. 본 연구는 선택편의 문제를 극복하고 정부지원 R&D 사업이 사업 참여 중소사업체의 성장성과 수용능력(고용과 매출액)에 미치는 영향을 분석하기 위해 ‘이중차감’(Difference-in-Difference, DID), ‘성향점수 짝짓기’(Propensity Score Matching, PSM), 그리고 ‘통계적 무관 회귀’(Seemingly Unrelated Regression, SUR) 모형을 이용한 처리효과 분석을 수행하였다. 현행 중소기업의 범위는 기업의 성장 여부가 아닌 근로자 수, 자본 등 생산요소 투입 규모를 기준으로 설정하고 있어 중소기업으로서의 지위와 정책적 혜택의 유지를 위해 상시근로자 기준 고용증가 유인이 낮을 수밖에 없고 본 연구도 이러한 예상이 다르지 않음을 실증적으로 보여주었다. 정부의 R&D 지원 업체(구매조건부 중소기업상용화기술개발사업 참여업체) 선정은 연구원 수, 벤처기업 여부 등 사업체의 R&D와 밀접한 관련을 가지는 속성들보다는 자산은 많고 부채는 적은 재무적으로 안정된, 그러나 업력은 많지 않은 중소사업체를 대상으로 선별해 온 것으로 추정되었으며, 상시근로자 증가 인센티브를 유발하지 못하였다. 그러나 생산물시장에서 성장한 중소사업체의 매출액 증가는 파생적으로 중소업체의 고용을 증가시켜 성장을 지속시키는 역할을 하는 것으로 추정된 바, 정부지원 R&D가 고용을 견인하기 위해서는 자비로운 사회계획가로서의 정부가 일차적으로 매출액 증대를 유인하는 정책적 지원과 함께 정부지원에 의한 매출액 증가가 유발하는 고용효과를 단기 임시직이나 일용직 근로자가 아닌 상시근로자의 증가로 유인하는 정책적인 보완이 필요하다.
Abstract
The study of employment effects of the government-supported projects should accompany with the analysis of sales effects since the demand for labor occurs as a result of the demand for final products of firms. This research analyzed treatment effects using a ‘difference-in-difference’ (DID) method, ‘propensity score matching’ (PSM) approach, and ‘seemingly unrelated regression’ (SUR) to see the effect of government-supported R&D projects on the participated SMEs’ employment and sales. We have failed to show significant and persistent employment effects from the government-supported R&D projects to the participated SMEs. It is estimated that the government has selected participated firms not by their R&D potentials such as the number of researchers and venture firms, but by their financial stability such as high assets and low liability. We have shown that sales associated with the increased final products induce employment. This implies that, for government research and development funding to induce full-time laborers, it is primarily required to support increasing firms sales; above all, the government as a benevolent social planner needs to induce participated firms to increase full-time jobs rather than temporary ones.
