본 논문은 북한 핵실험이후 조성되고 있는 한반도를 둘러싼 위기 국면을분석하고, 한반도에서 핵무기의 존재는 비평화적, 반민족적, 반통일적이라는 인식하에 한반도 비핵화와 평화체제 구축을 위한 몇 가지 시나리오를논의한다. 한반도 평화체제의 구축은 고도의 정치력과 복잡한 국제 역학구조가 연계된 문제이다. 한국전쟁이라는 동족상잔의 비극은 남북한간 신뢰 구축에악영향을 미쳤으며 지난 60 여 년 간 냉전체제와 분단모순은 한반도를 규정지어 왔다. 현재 남북한이 안고 있는 정치적군사적 부담은 엄청나다. 이는 남북한 상호간의 안보딜레마를 심화시키고 있으며 군사부문의 막대한재정투입을 요구하고 있다. 한반도는 아직도 정전체제 하에 있으나, 한민족의 미래는 적대와 전쟁이아닌 공존공영과 평화의 유지에 달려 있다. 북한은‘벼랑끝 외교’가 한계를가질 수밖에 없다는 점을 인식하고 미국뿐만 아니라 남한과 적극 협력해야한다. 북한은 자신을 도와줄 수 있는 진솔한 상대자는 남한밖에 없다는 사실을 망각해서는 안 된다. 북한은 핵무기의 포기와 남북한 간 한반도 평화체제 구축에 적극 호응해야 한다. 상생의‘윈-윈 전략’(win-win strategy)은 남북한의 손에 달려 있다. 남북한은 상호 신뢰를 바탕으로 스스로 한민족의‘역사를 복원’해야 한다.
Abstract
The purpose of this study is to analyze crises surrounding the Korean peninsula after the North Korea’s nuclear weapon test and to discuss scenarios for non-nuclear proliferation and peace system building in the Korean peninsula. Internal strife of the Korean War affected negatively to the mutual trust of North and South Korea. The Korean peninsula is still under cease-fire system and the future of the Korean is depended on peaceful coexistence beyond war. In this sense, it is not helpful for building the peace system that North Korea keeps the nuclear weapon, at least until the Korean unification. To build the peace system in the Korean peninsula is related with the complicated international power structure and requires highly orientated political negotiations among relevant countries. ‘Win-win strategy’ of mutual coexistence is depended on intention and endeavor of both Koreas, North and South. With mutual confidence, both Koreas must restore to the Korean history and identity.
