본 연구는 경제자유도가 경제성장에 미치는 영향을 분석하기 위해 38개의 OECD국가들의 자료를 활용하여 실증분석하였으며 그 결과는 다음과 같다. 첫째, 경제자유도 중에서 무역자유도가 경제성장에 미치는 영향이 크게 나타났다. 투자자유도와 기업자유도 역시 경제성장에 긍정적인 영향을 미치는 것으로 나타났다는데, 투자활동의 위축은 경기위축을 초래하여 경제성장에 부정적인 영향을 미치므로 기업과 투자의 자유로운 활동은 경제성장을 견인하는 역할이 될 것이다. 둘째, 교육수준은 경제성장에 긍정적인 영향을 미치는 것으로 나타났다. 특히 중등교육수준보다는 고등교육수준의 영향이 큰 것으로 나타나고 있어 교육의 양보다는 질적인 측면을 고려해야 할 것이다. 경제성장에서 중요한 요소인 인적자본의 증대는 노동생산성을 증가시켜 경제성장에 기여할 것으로 기대된다. 셋째, 경제성장 단계별로 경제자유도가 미치는 영향을 분석한 결과, 고소득 국가에서는 기업의 자유도가 경제성장에 부정적인 영향을 미치는 것으로 나타났는데, 이는 이미 기업의 자유로운 활동이 이어지고 있는 가운데 추가적인 경제성장에 미치는 영향이 적을 수밖에 없다는 것을 보여주고 있다. 본 연구를 통해 저성장기조를 유지하고 있는 우리 경제의 성장정책을 수립하는데 도움을 줄 것으로 기대한다.
Abstract
This study conducted an empirical analysis using data from 38 OECD countries to analyze the effect of economic freedom on economic growth. The results are as follow. First, among degrees of economic freedom, trade freedom has a significant effect on economic growth. Investment freedom and business freedom were also found to have a positive effect on economic growth. Since a contraction in investment activity causes economic contraction and negatively affects economic growth, the free activities of businesses and investments will play a role in driving economic growth. Second, education was found to have a positive effect on economic growth. In particular, the higher education level appears to have a greater influence than the secondary level, so the quality of education should be considered rather than the quantity. The increase in human capital, an important factor in economic growth, is expected to contribute to economic growth by increasing labor productivity. Third, as a result of analyzing the effect of economic freedom by stage of economic growth, it was found that the degree of freedom of enterprises has a negative effect on economic growth in high-income countries. This shows that the impact on additional economic growth is bound to be small while companies are already free in their activities.
