Abstract

The purpose of this study was to understand the perceptions of senior public officials on government reform based on the concept of NPM and Post-NPM. The analysis was attempted at the national and individual levels. Results of the analysis are as follows. First, in comparison between countries, most of the countries had very low preference for privatization among NPM techniques and public participation among Post-NPM ones. Although efforts to improve the democracy and responsiveness of administration while continuously emphasizing the importance of public participation may be taken for granted normatively, it suggests that it may not be easily accepted by senior officials who implement actual policies. It was also confirmed that government reforms focused on NPM or Post-NPM are being implemented in a wide variety in each country. As a result of the individual-level analysis, it was suggested that government reforms based on both concepts were not conflicting with each other but could be accepted at the same time. In addition, it can be seen that the mode of support for each reform varies depending on the type of institution to which respondents belong, the size of the institution, and the status of the institution.
