한국의 신공공관리적 정부개혁과 국가역할의 전환: 국가공동변화인가 아니면 국가기능의 재확립인가?

초록

신공공관리적 정부개혁으로 인한 변화하는 국가-시장-시민사회관계에 주목하면서 신공공관리론에 입각한 시장중심적적 정부개혁의 목적과 이론적 기초 및 주요내용을 비판적으로 검토했다. 정부운영의 시장주의가 지니는 공공서비스의 공공성(publicness)훼손에 초점을 두고 그 대안으로 ‘공익담지자’로서의 정부역할과 ‘공공가치촉진자’로서의 시민사회역할을 강조하는 참여적정부개혁 모델을 제시하였다. 정부인력감축, 공기업민영화, 책임운영기관제도, 성과급제도, 개방형직위제도 등을 중심으로 한국에서 시장중심적정부개혁 조치들을 분석하고, 그것들의 한국적 적실성을 살펴보았다. 그 적실성을 살펴 본 바 ‘자생적 질서’의 시장의 미비로 한국에서 정부개혁의 효과는 미진한 것으로 나타나고 있다. 성공적인 정부개혁을 위한 전제조건은 현 한국국가발전단계에 기초한 ‘자생적 질서’에 의한 건강한 시장과 정부개혁 관리능력의 확립이다. 건강한 시장과 개혁관리능력은 ‘경쟁과 효율’이라는 시장의 논리로 만들어 지는 것이 아니라, 민주적 시민사회를 매개로 하여 공익의 담지자로서 국가의 역할이 재정립 될 때 가능한 것이다.

Abstract

This article examines critically the purposes, theoretical backgrounds, and core contents of a market-driven mode of government reform efforts in Korea while it pays attention to changing its state-market-civil society relationships. In this article, it is argued that while the marketization of government operations has created a serious challenge to the publicness of public service under the currently dominating market-oriented mode of government reform, the participatory mode has been presented as the alternative to the market-oriented mode, with emphasis on the roles of the state and civil society as the bulwark of public interest. More specifically, the businesslike government reform measures such as cutback management in civil service, privatization of public enterprises, agencification, open employment system, and performance-based pay system, are examined to assess the appropriateness of the measures in Korea. The effects have proven mere due to the lack of government management capacity in civil service. This article highlights the establishment of management capacity of the government with a robust market before carrying out market-driven measures. The management capacity is made when the roles of the state are strengthened to protect public interest.
