본 연구는 우리나라 중앙정부와 지방정부 성과의 개념을 재정립하며, 성과에 영향을 미치는 요인을실증적으로 파악하여 시사점을 찾는 데 그 목적을 두고 있다. 이를 위해 다음과 같은 세부 연구과제를다루었다. 첫째, 정부성과의 개념을 재정립하기 위하여 기존의 능률성 중심의 개념정의에 민주성의개념을 보완하여 구성하였다. 둘째, 정부성과의 영향요인을 도출하기 위하여 선행연구를 정리하고새로운 변수들을 추가하여 중앙부처와 지방자치단체 공무원을 대상으로 하여 설문조사를실시하였다. 실증분석의 결과 첫째, 중앙정부의 성과에 영향을 미치는 조직 내부적 요인으로는 ‘최고관리층의조직혁신의지’, ‘혁신에 대한 내부저항’이며, 환경적 요인으로는 ‘정부 간 역학관계’가 유의미한영향요인으로 도출되었다. 둘째, 지방정부의 성과에 영향을 미치는 조직 내부적 요인으로는‘전자정부의 수준’, ‘성과관리문화의 정착’이며, 환경적 요인으로는 ‘정책참여 네트워크의 개방성’이유의미한 요인으로 도출되었다. 종합하면, 중앙정부와 지방정부의 성과의 개념과 그 영향요인은 상이하기 때문에 기존의 획일적인접근방식이 아닌 각각에 적합한 성과관리제도의 도입과 운영이 요구된다.
Abstract
A Study On the Difference of Performance Perception between Central and Local Government officials. After suffering a financial crisis of the 1980s, developed countries which had lost their people’s trust began making greater efforts to cultivate a more productive and effective government based on New Public Management. In an era of localization, the competitiveness of the local government is synonymous to the nation's competitiveness － as a result, performance management of both the central and local governments are emphasized. This study aims to find the main factors affecting the performance of central and local governments. Furthermore, it aims to analyze the direction of performance management policy. So it is needed to settle the new performance's definition of central and local governments. The main result of our quantitative analysis is the following: the impact factors on the performance of central and local governments are different. It is revealed that ‘the executive's will of organization reform’, ‘internal resistance from reform’, and ‘relationships in governments’factors affect the performance of central governments while the factors affecting local governments are ‘level of e-government’, ‘fixedness of performance management culture’, and ‘openness of policy participation’.
