온라인 정책제안 플랫폼의 평가모형 탐색: 운영비용 및 성과를 중심으로

이 연구는 중앙정부와 지방자치단체에서 구축·운영되고 있는 온라인 정책제안 플랫폼 사례들을 대상으로 무엇을, 어떻게 평가할 것인가의 문제에 대해 주목한다. 특히, 해당 플랫폼의 주체·방식·내용 등과 함께 각 플랫폼의 운영 과정에서 나타나는 비용과 성과 등을 고려해 볼 수 있는 평가모형을 탐색적인 차원에서 구상하여 제시하고 있다. 탐색적 구상을 통하여 분석한 결과는 다음과 같다. 먼저, 온라인 정책제안 플랫폼의 주체·방식·내용 등의 구성요소들이 상호조절을 통해 수행하는 다극성적인 특성(제안, 숙의·숙성·결정 부문 등)과 단일적 명령구조를 통해 통제와 조정을 수행하게 되는 단극성적인 특성(응답, 정책화 부문 등) 등 2가지 유형을 도출하였다. 둘째, 온라인 정책제안 플랫폼 서비스의 설계, 운영, 유지 및 관리하는데 필요한 전환비용과 협의·토론에 투입되는 자원·인력·시간 또는 정보의 탐색 및 정리에 드는 거래비용 등에 대해 제시하였다. 또한, 온라인 정책제안 플랫폼의 성과를 언급할 때 논의될 필요가 있다고 판단한 배분적 효율성, 형평성 등의 기준을 구상하여 제시하였다. 앞으로는 다양한 온라인 정책제안 플랫폼의 비용과 성과 측면에서 정책제안 참여가 문제해결적 차원에서 어떠한 기여를 했는지 그리고 정보기술과 민주주의와의 관계를 보다 의미있게 하고 있는지 등을 검토함으로써 구상된 비용과 성과의 내용을 보완하기 위한 노력이 필요할 것이다.

Abstract

This study focuses on the issue of what and how to evaluate the cases of online policy proposal platforms established and operated by central governments and local governments. In particular, it conceptualizes and presents an exploratory evaluation model that considers the costs and performance that arise during the operation of each platform, along with the actors, methods, and content of the platform. The results of the analysis through the exploratory conceptualization are as follows. First, two types were derived: the polycentric characteristics (such as proposal, deliberation, maturation, and decision-making) performed through mutual adjustment among the components of the online policy proposal platform, such as the actors, methods, and content, and the monocentric characteristics (such as response and policy formulation) that involve control and coordination through a single command structure. Second, it presented the transformation costs required for the design, operation, maintenance, and management of online policy proposal platform services, as well as the transaction costs associated with the resources, personnel, time, or information spent on negotiations and discussions, and the costs involved in exploring and organizing information. In addition, it conceptualized and presented criteria such as fiscal equivalence and equity, which it deemed necessary to be discussed when evaluating performance of online policy proposal platforms. In the future, it will be necessary to examine how participation in online policy proposal platforms has contributed to problem-solving in terms of costs and performance, and whether it is fostering a more meaningful relationship between information technology and democracy. At the same time, efforts will be needed to supplement the conceptualized costs and performance.
