이 글은 현대 정부 조직의 기능과 성격 변화를 요구하는 새로운 사회적 환경으로 세계화로 인해 정부에게 가해는 제도적 변화 요구와 대한 정부의 성공적인 적응 여부가 정부 조직의 성격 변화를 이해하는 핵심 열쇠라는 하나의 시각을 제시하는 데 그 주된 목적이 있다. 이를 위해 우리는 국민국가와 세계화, 세계 사회의 도전이라는 문제를 점검해 보고, 이에 기초하여 정부의 기능과 조직을 바라보는 패러다임 전환을 필요성을 제기한다. 이 글은 글로벌 세력과 정부의 관계에서 일어나는 구조적 불균형 문제를 속도의 차이라는 개념을 통해 조명해 본다. 마지막으로 우리는 세계 사회의 환경 속에서 한국의 정부에게 요구되는 새로운 과제, 정부 패러다임의 변화 방향에 대한 함의를 논의해 본다. 이러한 시각의 연구는 한국의 정부 기능과 미래 패러다임에 대해 새로운 역할 조정과 창조적 대응을 요구하고 있음을 시사한다. ‘효율 정부’를 넘어서는 ‘스마트 정부’, ‘유연 중부’, ‘창조 정부’의 필요성이 제기되거나, 최소한 그러한 정부 패러다임과 조직 모델, 혹은 조직 전략이 기존 패러다임과 끊임없는 접맥을 시도해야 하는 것도 이러한 맥락에서 이해되어야 할 것이다.
Abstract
Globalization and the emergence of World Society has become as one of the most important forces pressing huge changes of government organization at various levels, functions, and practices. This paper is a trial for understanding from sociological perspective on how modern nation states and governments are changing amid their efforts to adapt new environmental challenges brought by globalization and World Society. In order to do this, this paper is addressing a need for changes in our perspectives on governmental organizations and functions. The most important structural factors accelerating power shifts between government and other organizations can be identified as 'speed' and 'mobility' divide. While government organizations are trenched in their territories and relatively slow to change, other organizations in World Society are moving very fast. Due to this structural disadvantages, modern governments are under stress to change their existing organizational paradigm. This study suggests that Korean government may have to be prepared for redirecting its organizational paradigm towards more flexible, smarter, and creative one as soon as possible.
