Abstract

In 1996, the government introduced the SMEs Technology Developed Products Preferential Puchase Policy to enhance the global competitiveness of SMEs. In 2022, the public procurement amount of the SMEs Technology Developed Products Preferential Puchase Policy increased by more than 10 times compared to 2005, and the scale has expanded significantly. As the policy matured, the government implemented various reforms, including adjustments to certification criteria and the expansion and mandatory enforcement of procurement target ratios. However, empirical studies on whether the policy's operational objectives have been effectively achieved are still lacking. This study used propensity score matching(PSM) and a two-way fixed-effects difference-in-differences(DiD) model to analyze the impact of the SMEs Technology Developed Products Preferential Puchase Policy on the growth performance and R&D motivation of beneficiary SMEs through enhanced market access. To this end, we used procurement performance data from the Public Procurement Information Open Portal, to which the same procurement target ratio was applied from 2017 to 2020, and SMEs data from Korea Evaluation Data. The public procurement is characterised by a large number of companies receiving support continuously from year to year. In this study, reflecting this characteristic, we excluded companies that had been beneficiaries from 2017 to 2018 among the beneficiaries from 2019 to 2020. In addition, purchase performance was excluded from company-specific sales to distinguish the sales growth effect of the system designation from purchase performance, and a two-way fixed effect model was applied to control for the impact of COVID-19 in 2020. The research results showed that SMEs that received the benefits of the policy showed significant growth in sales, assets, liabilities, equity, operating profit. However, the high contribution of debt to asset growth, the low growth rate of operating profit compared to sales growth, negative growth in R&D intensity, and the concentration of beneficiary companies in the metropolitan area were identified as major issues that require policy improvements.
