국내 기술혁신형 중소기업에 대한 정부 지원은 대체로 공급 측면인 연구개발 지원을 중심으로 실시되었으나, 원천기술을 확 보하더라도 실제 사업화가 미진하여 그 효과가 높지 않을 수 있 다. 따라서 공급측 지원뿐 아니라 수요측 지원이 함께 필요하 다. 본 연구는 대표적인 수요측 지원정책인 기술혁신형 중소기 업 대상 공공조달 지원의 거시경제 파급효과를 분석한다. 분석 방법은 동태일반균형모형을 활용하였다. 분석결과 국내 중소기 업제품 수요의 1%에 해당하는 추가적인 공공조달 지원을 기술 혁신 중소기업을 대상으로 실시하면, 총실질생산 1.18%, 총실 질소비 1.06%, 총실질자본 1.18%, 총실질투자 1.19%, 일자리 가 0.07% 늘어나는 것으로 나타났다. 또한 연구개발비가 1.72% 증가하고 총요소생산성은 0.69% 증가했다. 기술혁신 중소기업 의 생산 증가는 대기업의 생산 증가로 이어졌다. 그리고 고용증 가율보다 ICT자본증가율이 크게 나타나, 고용효과보다는 ICT 자본에 의한 기술혁신효과가 더 큰 것으로 나타났다.
Abstract
Government support for technologically innovative SMEs in Korea was mainly focused on R&D support, which is a supply side. Therefore, not only supply-side support but also demand-side support are needed. This study analyzes the macroeconomic spillover effect of public procurement support for technology-innovative SMEs, a representative demand-side support policy. The analysis method used dynamic general equilibrium model. The results show that additional public procurement support, which corresponds to 1% of domestic SME product demand, is carried out for technology- innovated SMEs. Jobs increased by 0.07%. In addition, R&D expenses increased by 1.72% and total factor productivity increased by 0.69%. The increase in production of technologically innovative SMEs led to the increase in production of large enterprises. The ICT capital growth rate was larger than the employment growth rate, and the effect of technology innovation by ICT capital was greater than the employment effect.
