Abstract

There was a time of turning point in the British diplomacy, when George Canning was appointed to the Secretary of State for Foreign Affairs on 1822. From that time, the British government declared ‘Isolation Policy’ in her diplomacy because the British political tendency was different from the other European powers; Britain was a constitutional monarchy, but other nations were an absolute monarchy. Since then, the British diplomacy hit her stride in Isolation Policy until the parts of Palmerston’s tenure as the Secretary of State for Foreign Affairs (1830-34, 1835-41). We can guess that the British Foreign Office will be developed to directions toward growth during those tumultuous years. However, do we also doubt whether the British Foreign Office indeed grew or not. I analyzed about inner activities of Foreign Office with a thought which a success and failure of diplomacy is depended upon the internal administrative roles of the Office rather than external factors. Especially I concentrated to the administrative roles of the Under-Secretaries of State for Foreign Affairs. In conclusion, I confirmed about the Under-Secretaries of State who they are, what they do, and how they have an effect to the Foreign office. Moreover, with the analyzing them, I recognized the quality of study about British foreign policy will be higher than before this study does.
