영연방의 역사적 변천과 그 현대적 의미 - 정치적 함의를 중심으로 -

이 논문은 영국의 유럽연합 탈퇴 국민투표를 기점으로 영국의 탈퇴진영에 의하여 유럽연합의 대안으로 급부상하고 있는 영연방의 역사적인 변천과 현재 영국에 있어서의 영연방에 대한 주요한 논의 그리고 유럽연합을 대체할 대체재로서의 영연방의 가능성에 대해 연구한 논문이다. 이에 역사적인 의미의 영연방과 현대사회에 있어서의 영연방의 의미를 비교분석하였으며 이제까지 국내에 소개되지 않았던 영국의 영연방 연구현황과 21세기 현대에 있어서의 영연방의 현재와 앞으로의 존속 형태, 영연방과 유럽연합과의 관계, 21세기에 맞는 형태로의 영연방의 재편, 영국왕실과 영연방의 관계라는 네 가지 커다란 주제에 대한 논의를 소개하고 국내에서는 완전한 미개척 분야이며 특히 역사적인 연구를 벗어난 현대적 시사점과 그 의미에 대한 연구는 전혀 진행되어 있지 않은 영연방 연구가 앞으로 필요함을 유럽연합의 대체재가 아닌 상호보완적이고 상호 이익이 되는 존재로서의 영연방이 부각되는 시점에서 정리하였다.
Abstract
This paper researches historical changes in the British Commonwealth, which made a meteoric rise by the Brexit camp in the recent European membership referendum in Britain. I summarize the main discussions of the British Commonwealth during the years and also seek the possibility of the Commonwealth as competitive goods of European Union. I comparatively analyse the meaning of the British Commonwealth in history and the modern world also introduce four new aspects not researched in Korea: situational analysis of British Commonwealth in Britain; the present status of the British Commonwealth in the 21st century and its future forms of existence; relations between European Union and British Commonwealth; and finally, the relationship between the British monarchy and the British Commonwealth. Introducing these four new aspects of the modern implications and meaning of the Commonwealth to Korean researchers will enable the work of future researchers when the world is facing a new era of a Commonwealth's rise into an international organization that has mutual benefits with the European Union; the new Commonwealth is not the enemy of or a substitute for the European Union in British society in the context of Brexit.
