이 글은 필립 머피(Philip Murphy)의 연구 여정을 따라가면서 ‘2001년’이라는 분기점에 의미를 두어 그의 연구를 두 개의 갈래로 나누어 살펴보고자 하는 시도이다. 그 중 먼저 첫 번째 갈래에서는 2차 대전 이후 영국이 영연방과의 관계에서 보여준 ‘이중적인 태도’를 다룬다. 머피는 여기서 영국이 ‘왕실’을 통해 영연방 국가들에 영향력을 행사하고자 했던 사례들을 다루며, ‘영연방을 유지하고 싶지만 그럴 여력과 의지가 부족했던’ 당시 영국의 상황을 그려내고 있다. 그의 연구의 두 번째 갈래는 영국 정보기관과 영연방 국가들의 정보기관 간의 관계를 다룬다. 여기서 ‘정보기관’이라는 새로운 분야처럼 보이는 연구는 사실 머피의 첫 번째 연구 갈래와 결을 같이하는 것이었다. 이는 영국 정부가 정보기관이라는 수단을 활용하여 영연방을 어떻게 ‘관리’하고자 노력했으며, 그 노력이 시대적 흐름에 따라 어떻게 미온적으로 변화하게 되었는지를 보이고 있는 것이었다. 마지막으로 이 글의 결론부에서는 머피의 연구 관심이 어떻게 ‘국적법 논의’라는 다소 색다른 주제에 이르게 되었는지에 대해 언급한다. 그것은 영 제국의 영광을 놓지 못했던 영국이 시대적 변화를 겪으며 점차 그 과거의 향수와 결별하고 단일국가로 나아가고자 하는 모습과 맞닿아 있는 것이었다.
Abstract
This study explores how Philip Murphy’s research interests have developed during his academic career so far. While examining significant changes in his research interests, this paper also suggests that one main theme, the relations between Britain and Commonwealth countries in Africa, has been consistently addressed throughout his academic career. Although a few Korean studies dealt with the British Commonwealth and the identity of Commonwealth countries, little work has been done on those Commonwealth countries in Africa and their problematic identity. The paper stresses that from the year 2001 onwards Murphy has concentrated on two issues: one concerns the ambivalent feelings of Britain’s political elite about the control of the African Commonwealth countries and the other is about the ways in which the British intelligence agency has formed a network with its counterparts in the Commonwealth countries and has utilized those agencies. The latter theme forms part of Murphy’s ongoing interest in the relations between Britain and the African Commonwealth countries, and illuminates how the British government has sought to manage the Commonwealth through intelligence agency and how this practice has changed over time. The paper concludes by looking at how Murphy’s research interest has finally focused on the Nationality Act, which he believes was related to Britain’s escape from the nostalgia of imperial Britain.
