국제레짐 분석에 대한 주류 국제정치이론의 고찰 - 현실주의와 신자유주의이론을 중심으로 -

본 글은 국제레짐을 이해하는 현실주의와 신자유주의이론의 주요 가정에 대 해 고찰한 것이다. 현실주의와 신자유주의는 국제체제가 무정부적이며, 국가를 대외 행동의 유 일하고도 합리적인 행위자로 간주한다는 점에서 국제정치 인식에 대한 출발점이 같다. 또한 국제레짐을 게임이론적 차원으로 접근하고 있는 점에서 분석도구의 유사성도 보여주고 있다. 그러나 이 두 이론은 국제레짐의 형성․유지․기능 등과 관련하여 상이한 관점을 보이고 있다. 현실주의는 국제레짐의 유용성을 인정하지만 이것이 국가간 협력과 국제질 서를 유지하는 주된 요소라고는 생각하지 않는다. 국가간 협력과 국제질서가 유지되는 것을 패권국가에 의한 권력균형의 배분 결과로 간주하는 것이다. 반 면에, 신자유주의는 이를 국제레짐과 같은 제도의 결과로 간주하고 있다. 이 점에서 두 이론은 국제레짐의 기본인식과 기능상 이해에 대한 차이를 보인다. 또한 국제레짐의 형성․유지와 관련하여 현실주의는 권력을, 신자유주의는 국가간 상호성을 그 변수로 간주하고 있다. 국제레짐에 대한 분석과 이해는 두 이론의 어느 한 측면만으로 이해될 수 없는 부분들이 많다. 따라서 국제레짐에 대한 분석과 이해는 이들의 가정을 넘어서는 복합적인 차원에서 연구될 필요가 있으며, 이는 향후의 주요 연구 과제라고 할 수 있다.
Abstract
This study is a consideration of major assumptions on realist and new liberalist theories on international regime. Realism and New Liberalism have a common starting point of international political recognition that international system is anarchic and that they regard nation as an only and reasonable agent of international behavior. Also, they show similarity of analytic means in that they approach international regime in terms of game theory. However, two theories show different standpoints with respect to the formation, maintenance and function of international regime. Realism recognizes the usefulness of international regime, but does not consider it as a major factor in maintaining international cooperation and order. Realism sees the maintenance of international cooperation and order as a result of distribution of power balance by a hegemonic country. On the contrary, New Liberalism sees it as a result of a system like international regime. In this respect, both theories show a considerable difference in the basic recognition and functional understanding of international regime. Also, concerning the formation and maintenance of international regime, Realism and New Liberalism look on variables as power.
