현재의 복잡한 국제정세 속에서 외교의 구조와 방법도 변화되어야 한다. 이러한 상황에서 국제정치에서 가장 핵심적인 논의는 협력의 문제로 귀결되고, 협력을 이루어내기 위해서는 신뢰가 전제되어야 한다. 신뢰란 약속을 지키는 것을 기반으로 대화와 행동을 통해 조성된다. 이 연구는 국제관계에서 신뢰문제를 이론과 실제적 측면에서 살펴보고, 이를 통해 한반도 신뢰프로세스를 분석해 보려는 것이다. 국제관계이론은 복잡한 국제현상에 질서를 부여하여 우리가 국제적 현실을 이해하는데 도움을 준다. 국제정치의 주류적 경향인 현실주의와 자유주의 그리고 구성주의 시각을 신뢰와 결부시켜 설명한다. 이들 이론은 각각 힘의 극대화, 제도화, 그리고 협력과 공존에 중점을 두고 있다. 한반도 신뢰프로세스가 추구하는 것은 신뢰를 바탕으로 한 협력지향으로 구성주의적 시각이다. 그러나 북한 대외정책의 기본은 핵과 경제의 ‘병진로선’으로 우리의 정책과 상충하는데 이를 어떻게 풀어나갈 것인가가 관건이다. 신뢰는 상대에 대한 기대이므로 상호성을 가져야 하는데, 현재 남북한 상황은 자신들의 주장에 매몰되어 있다. 한반도 프로세스의 성공을 위해서는 투 트랙의 운영 등 유연성을 발휘하여 정책 논리와 수행의 간극을 좁혀나가야 할 것이다.
Abstract
The complicated situations of current international relations require the alternation of diplomatic structure and method. Therefore, the priority of discourse on international politics must be given to cooperation and trust is prerequisite to cooperation. Trust is made by dialogue and behavior to keep a specific pledge. In this context, this study is to explore the theoretical and practical dimensions of trust in international relations and then, to scrutinize the trust-building process on the Korean Peninsula. Shaping a systemic framework in complex international affairs, the theories of international relations make a contribution in comprehending international situations. Trust can be appreciated through the theoretical main streams of international politics such as realism, liberalism and constructivism. Each theory has a focusing perspective on the maximization of power, institutionalization as well as cooperation and co-existence respectively. The trust-building process on the Korean Peninsula pursues cooperation based on trust, which is a constructivism perspective. However, ‘nuclear-economic parallel policy,’ the basic of North Korea’s foreign policy, cannot be consistent with South Korea and how to untangle this issue takes the pivotal point for South Korea’s policy. Trust must be reciprocal in that it is underpinned by expectation to the other side. Nonetheless, the two Koreas indulge in each own assertion. For the successful trust-building process on the Korean Peninsula, it is required to diminish the gap between policy logic and its practice by introducing a flexible option such as two-track diplomacy.
