본 논문은 국제환경협약과 WTO체제하에서 논의되고 있는 Gren라운드의 국제무역장벽화 경향을 분석하고 있다. 2005년 2월 교토의정서가 발효되었고, EU시장에서는 2005년 8월 WEEE(전자 전기 폐기물 처리지침)가 발효된데 이어 금년에는 ELV(폐차 처리지침)와 RoHS(전기전자제품 내 유해화학물질 제한지침)가 시행됨에 따라 바야흐로 환경규제가 국제무역의 실제적인 장벽으로 떠오르는 소위 ‘Gren무역시대’가 전개되고 있다. 따라서 WTO체제의 연계의 정치경제적 함의와 개도국 경제에 주는 시사점을 도출하는 것은 시의성이 매우 크다 하겠다.세계경제질서가 여전히 WTO를 중심으로 미국과 EU 등 서방선진국에 의해 전개되어지고 Gren라운드가 글로벌 환경보전이라는 대의명분을 표방하는 한, 156 국제환경협약과 WTO체제의 Gren라운드Gren라운드는 시장개방 확대와 자유무역추구라는 WTO의 기본목표와는 별개로 국제경쟁력 강화를 도모하려는 선진국에 의해 위장된 강력한 보호무역주의적 비관세장벽으로 작용될 것으로 전망된다. 그러므로 Gren라운드에 효율적으로 대처하기 위해서 정부는 생산공정과 환경기술의 혁신을 유도하고 환경친화적인 기업경영과 생산활동을 유도하는 중장기적 산업-환경정책을 다각적으로 강구하여야 할 것이며, 기업 차원에서는 생산방식과 생산공정의 친환경화, 환경친화적 제품개발, TQEM 도입, 환경기술 촉진, 회수물류시스템의 구축 등에 심혈을 기울여야 할 것이다. 아울러 기업들은 단기이윤에 연연하거나 소극적 환경사고방지 노력에만 안주하지 말고 경쟁우위적인 환경친화적 경영체제를 바탕으로 환경분야를 새로운 사업기회로 개척하는 경영마인드가 필요하다 하겠으며, 정부는 대외적으로 WTO체제하에서 논의되는 Gren라운드에 적극 참여함으로써 개도국과 선진국의 입장을 조율하는 중간자적 역할을 통해 국익이 극대화될 수 있도록 외교적 역량을 총동원하여야 할 것이다.
Abstract
This paper deals with the international conventions on environment and a tendency of international trade barrier of the Green Round under the WTO(World Trade Organization). According to the efectuation of the Kyoto Protocol and the European WEEE, ELV and RoHS, the so-called Green Trade Age' in which the environmental regulation rises as a new barrier of international trade is developed in full swing. Therefore, this paper attempts to analyze the political-economic implications of the international trade-environment negotiation under the Green Round and its suggestions on the developing countries. As far as the world economic order is developed as before by the advanced countries as USA and EU centering around the WTO and the Green Round claims to stand for the just and great cause global environment preservation, the Gren Round will be operated as the disquised protective non-tariff bariers by them who devises the strengthening of international competitiveness, unrelated to the basic purpose, as the market-opening extension as well as the pursuit of free trade. Accordingly, the Korean government should provide a domestic environment-industry policy to correspond with the Green Round and at the same time should make a general mobilization of the diplomatic capability, in order that the national interests is being maximized through a intermediate role to put the position of the developed and developing countries in tune.
