Abstract

Since the global financial crisis in 2008, demographic changes and low growth have occurred at the same time, making it increasingly difficult to reach a social consensus on welfare. This study seeks to understand the case of welfare reform in Taiwan, focusing on the old-age income security system. In particular, it analyzes the dual crises faced by Tsai Ing-wen administration, and understand the political and economic causes that made the public service pension reform successful through the politics of crisis response. Lastly, it seeks to the possibility of theorizing the new politics of welfare reform and explores effective socio-economic countermeasures for social substantiality in East Asia.
