Abstract

The change in demographics has posed a challenge to public pension systems due to declining birthrates and aging populations across the globe. As people live longer after retirement, balancing pension finances and achieving inter-generational equity becomes increasingly difficult. The impact of these changes is profound in Japan, where population aging is most rapid and dramatic. Pension reform has been implemented but faces political difficulties as it seeks to meet a variety of contradicting demands. The number of veto points, the impact of programmatic legacies, and shifts in public opinion through policy discourse have shaped the direction and success of the reform process. In the 2000s, the Liberal Democratic Party (LDP) and the Democratic Party of Japan (DPJ) were at odds over pension reform. To avoid repeating simple parametric adjustments, the 2004 reform introduced a fixed premium and a macroeconomic sliding scale adjustment system advocated by the LDP government. While this preserved the existing pension system, the reforms were aimed at restoring fiscal soundness and public confidence. The DPJ favored radical structural reforms, breaking the links with the existing system. However, due to the constraints of its policy legacy and its loss of majority in the upper house of the Diet, the DPJ could not keep up the momentum of pension reform. The subsequent LDP administration pushed for the automatic adjustment of pension benefits under deflationary conditions, a measure complementary to the 2004 reforms.
