이 연구는 1960∼70년대 한국정부가 주도적으로 시행한 인력송출정책인 중남미로의 농업이민 사례를 중심으로 해외인력송출정책의 개발효과를 비판적으로 검토하고 노동이주와 발전의 정책적 함의를 살펴본다. 한국의 중남미 농업이민은 당시 실업과 빈곤문제 해결을 위해 정부주도로 추진되었지만, 궁극적으로 사회불평등 해소와 삶의 질 향상을 해결할 수는 없었다. 한국 중남미 인력송출의 역사적 사례는 해외 인력송출정책을 통해 다차원적인 개발효과를 얻기 위해서는 정책의 본래 목적과 효과에 대한 깊은 고찰이 선행되어야 하며, 적합한 시행방법 및 정책대상의 설정과 노동이주가 인력 수용국 및 송출국 사회와 이민자 개인에게 미치게 될 영향 등이 종합적으로 고려되어야 함을 시사한다. 이 연구는 근시안적 관점의 경제중심적 이민정책의 효과성에 대해 의문을 제기함으로써, ‘개발’의 의미를 재고하고 이주와 개발의 연계성 강화에 있어 국제협력의 중요성을 환기하는 데에 의의가 있다.
Abstract
This study critically examines the developmental impact of overseas labour migration policies and the policy implications of labour migration and development, focusing on the case of agricultural migration to Latin America promoted by the Korean government in the 1960s and 70s. The Korean agricultural migration to Latin America was facilitated by the government to address unemployment and poverty at the time, but it ultimately failed to address social inequality and improve quality of life. The historical case of Korean labour migration to Latin America suggests that in order to achieve multidimensional development effects through overseas labour migration policies, a thorough examination of the primary purpose and effectiveness of the policy must be preceded by a comprehensive consideration of appropriate implementation methods and policy goals, as well as the impact of labour migration on receiving and sending societies and individual migrants. By questioning the effectiveness of short-term economic-driven migration policies, this study draws attention to the need to rethink the meaning of ‘development’ and the importance of international cooperation in strengthening the migration and development nexus.
