국제이주와 지역발전에 대한 함의: 한국의 국제이주노동자를 중심으로

초국가적 네트워크가 출현하고 교통과 통신수단이 급격히 발달하면서 이주노동자와 학생, 난민을 포함한 다양한 국제이주자의 이동은 끊임없이 일어나고 있다. 그리고 국제이주에 대한 중요성이 강조되고, 국제이주가 지역발전(수용국과 출신국)에 긍정적인 역할을 한다는 담론이 제기되고 있다. 따라서 본 연구는 국제이주 흐름과 한국 내 국제이주 현황 그리고 국제이주(특히 이주노동자)와 지역발전 간의 긍정적, 부정적 효과에 대해 분석하였다. 그 결과 국제이주와 지역발전 간의 상관성은 매우 높았으며, 국제이주(이주노동자)와 지역발전 간에 있어 긍정과 부정적인 측면이 존재하지만, 수용국과 출신국 모두에게 윈윈하는 효과가 있었다. 따라서 정부는 지속 가능한 사회 경제적 개발의 핵심 요소로 이주를 인식하고, 국제이주(이주노동자)의 인권 보호정책과 이주 프로그램 개발을 적극적으로 추진해야 한다.
Abstract
With the emergence of transnational networks and the rapid development of transportation and communication means, migration of various international migrants, including migrant workers, students, and refugees, is constantly taking place. and the importance of international migration is emphasized, and a discourse that international migration plays a positive role in regional development(recipient country and country of origin) is being raised. Therefore, this study examined the international migration trend and international migration in Korea. And examined a correlation of between the positive and negative effects of international migration (especially migrant workers) and regional development. As a result, the correlation between international migration and regional development was very high, and positive and negative aspects existed between international migration (migrant workers) and regional development, but it was a win-win effect for both host countries and host countries. Governments should recognize migration as a key element of sustainable socio-economic development and actively promote international migration (migrant workers) human rights protection policies and migration programs.
