본 연구는 1960-70년대 한국 정부의 파독 송출 정책을 분석하고, 이 과정에서 나타난 여러 문제점과 이주자들의 경험을 조명하였다. 파독 송출은 한국의 실업률 감소와 외화 획득을 목표로 하였으나, 실제 선발 과정에서는 브로커 개입과 비리가 만연하였다. 서독 정부가 요구한 ‘광산 경험’을 가진 노동자 대신, 경력이 부족한 고학력 남성들이 대거 송출되어, 이들은 광산 작업에 적응하지 못하고 잦은 병가와 사고를 경험하였다. 이러한 상황은 서독 정부의 부정적인 평가로 이어졌다. 연구 참여자들의 증언에 따르면, 고학력자들은 제한된 경제적 기회 속에서 생존 전략으로 광부로 지원하였으며, 이후 서독에서의 정착이나 제3국으로의 이주를 통해 새로운 기회를모색하였다. 본 연구는 파독 송출 과정의 불공정성과 비리를 심층적으로 분석하여, 국가의 경제 개발 정책과 개인의 선택 간의 복잡한 관계를 드러내고, 이민 정책에 대한 역사적 맥락을 제공한다. 결론적으로, 본 연구는 한국의 파독 광부 송출 정책에서 나타난 사회적 문제와 이주자들의 경험을 체계적으로 정리하여, 향후 이민정책 및 연구 방향에 중요한 기초 자료를 제공할 것이다.
Abstract
The study analyzes the South Korean government's policy of sending workers abroad during the 1960s and 1970s, highlighting various issues that arose during this process and the experiences of the migrants. The aim of the labor export was to reduce unemployment in Korea and acquire foreign currency; however, the selection process was plagued by broker involvement and corruption. Instead of sending workers with 'mining experience,' as required by the West German government, a large number of underqualified, highly educated men were dispatched, leading to difficulties in adapting to mining work, frequent sick leaves, and accidents. This situation resulted in negative evaluations from the West German government. According to testimonies from research participants, highly educated individuals applied to become miners as a survival strategy within limited economic opportunities, later seeking new opportunities through settlement in West Germany or migration to third countries. This study provides an in-depth analysis of the unfairness and corruption in the labor export process, revealing the complex relationship between national economic development policies and individual choices, while offering historical context for immigration policies. Ultimately, this research systematically organizes the social issues and migrant experiences associated with South Korea's labor export policy, providing important foundational material for future immigration policy and research directions.
