싱가포르의 시민 - 도덕과 교육과정 분석: 단위학교의 사회 / 도덕 교과군 교육과정 개발 및 실행에 주는 함의를 중심으로

본 연구는 2009 개정 교육과정과 함께 도입된 교과군제와 관련하여 싱가포르의 시민-도덕과(Civics and Moral Education: CME) 교육과정 분석을 통해 단위학교의 도덕과 학교교육과정 개발 및 실행을 위한 시사점을 도출하는 데 목적이 있다. 연구의 출발은 크게 다음의 두 가지 전제에 기초한다. 첫째, 교육과정 문서는 교과군제를 집중이수제를 위한 수업 시수 통합 수준에 머무르고 있지만 교과군 편제에 적용된 논리적 준거와 교과군제를 통해 기대하고자 했던 교육적 의미를 고려할 때, 사회/도덕 교과군 교육과정은 수업 시수 그 이상의 것으로 교육학적으로 보다 심도 있는 논의를 거쳐 접근되어야 한다는 것, 그리고 이는 단위학교의 교육과정 개발 및 운영의 자율성이 강조되고 있는 시점에서 학교 교육과정 개발 및 실행에 관한 노력으로 연결되어야 한다는 것이 그것이다. 이를 위해 도덕과 사회과 교과 관계에 대한 입장들을 고찰하고, 그 가운데 상호 공조적 관점에 입각하여 도덕과와 사회과 교과를 운영하는 싱가포르의 시민-도덕과 교육과정 사례를 교과 위상 및 특징, 교육목표와 구성 원리 그리고 내용체계 그리고 교수-학습 방법 및 평가 측면으로 나누어 분석하였다. 그리고 분석 결과 발견된 특징을 중심으로 한국의 교과군제 도입과 관련하여 단위학교의 도덕 교육과정 개발 및 실행을 위한 시사점을 도출하였다.
Abstract
This study is about an analysis of Singaporean civics-moral curriculum to investigate implications for development of moral education curriculum on the basis of subject-cluster system. The analysis was conducted focusing on relationship with social studies and how it is reflected in the curriculum. As a result, implications are as follows: First, develope valid principles of subject-cluster curriculum between social studies and moral education; second, keep the balance of moral socialization theory and the moral development theory in teaching; third, it is necessary to launch a task of systematizing the subject structure of moral education by reflecting the nature of an interdisciplinary subject; fourth, have clear understanding of core values and its logical basis for effective instruction; fifth, implement moral education with efforts for changes at social community or school context.
