싱가포르 사회과 교육과정 분석을 통한 시사점 탐색

본 연구는 싱가포르 사회과 교육과정을 분석하여 우리나라 사회과 교육과정의 개선 방향을 탐색한 것이다. 싱가포르 사회과 교육과정은 인문학 교과와 인성 및 시민성 교육 교과로 나뉜다. 싱가포르의 사회과 학습은 초등학교 1학년부터 시작되며, 초등 및 중등학교 수준에서 사회과에 해당하는 교과목으로 인성 및 시민성 교육, 사회, 지리, 역사를 학습하도록 하고 있으며, 역사와 지리는 중학교 수준에 이르러 도입되며 개별 과목으로 학습하도록 구성되어 있다. 싱가포르는 사회과 전체 목표를 제시하지 않고 과목별 목표만을 제시하며, 핵심역량은 총론 수준에서만 제시하고 이것이 사회과 교육과정의 내용과 어떻게 연계되는지에 대한 정보를 제시한다. 사회과의 영역별 내용구성은 사회, 역사, 지리의 경우 주제 중심, 인성 및 시민성 교육은 지평확대원리를 따르는 스트랜드 중심이다. 성취기준 진술 방식은 학년별로 학습해야 할 영역, 쟁점, 단원을 설정한 후 각 영역, 쟁점, 단원에 대한 성취기준을 다양한 하위요소가 결합된 다소 복잡한 여러 개의 도표 형식으로 제시하고 있다. 교수․학습 및 평가의 경우 인성 및 시민성 교육은 과정기반 교수법, 나머지 인문학 교과목은 탐구기반 학습이 강조되며, 이에 기반하여 평가는 학습에 대한 평가보다 학습을 위한 평가를 강조한다. 이러한 분석 결과를 토대로, 우리나라 사회과 교육과정에 주는 시사점을 목표와 핵심역량, 성취기준 진술방식, 교수․학습 및 평가의 주안점 등의 관점에서 제시하였다.
Abstract
This study is to analyze social studies in Singapore and to explore the direction of improvement of social studies curriculum in Korea. Social studies in Singapore is divided into Humanities and Character and Citizenship Education courses. Social studies in Singapore begins in the first grade of primary school, and requires students to study Character and Citizenship Education, social studies, geography and history at the primary and secondary school level, and history and geography are introduced at the middle school level and are organized into individual subjects. Singapore curriculum does not present social studies overall goals or objectives, but only offers subject-specific goals or objectives, and its key competences are presented only at the general guidelines and information on how this relates to the content of social studies curriculum. In terms of the content organization of each area of social studies, social studies, history and geography is theme or topic-centered, and Character and Citizenship Education is the strand-centered following the principle of horizon expansion. After establishing areas, issues, and units to be learned on a yearly basis, the level descriptors for each area, issue and unit are presented in a number of complex diagrams combining various sub-components. In case of teaching, learning and assessment, Character and Citizenship Education is based on precess-based teaching approaches, and the rest of the humanities subjects emphasize inquiry-based learning, and on the basis of this, assessment emphasizes assessment for learning rather than assessment of learning. Based on the results of these analyses, its implications for social studies were put forward from the perspective of goals or objectives and key competences, methods of statement of level descriptors, and main points of teaching and learning and assessment.
