Abstract
This paper aims to discuss the effectiveness and limitation of the neo-liberal transition strategy of Russia, mainly focused on the analysis of the challenges and roles of Russian state in its economic transformation. It will be argued here that transformation as well as economic development can be carried out effectively only with active state guidance. Of course, an active state role in the economy does not in itself guarantee economic success, in development or in transition. The wrong active state policies can fail to achieve either goal. A state can become an institution that is parasitic on society and obstructs economic progress. However, when the state just stands aside, waiting for individual action and non-state forces to bring development or transition, the result is bound to be failure. The experiences of Russian economic transformation provide broader lessons for large-scale complex reforms in general. Every complex reform is a search for institutional arrangements that can work in a particular environment. Chances for success can be enhanced by put on place a government to innovate while facing incentives and constraints for welfare improving interventions. Meanwhile, attempts at strengthening state power in Russia are often viewed as threats to democracy and therefore opposed by pro-democracy circles domestically and in the West. Thus, the challenge for Russia is to get out of its existing neo-liberal orientation in order to pursue improvement of the role of the state in the process of economic development, and to strengthen the state without emasculating its fledgling democratic process.
